SCOPE OF SERVICES <br />Lake San Cristobal Outlet Structure <br />Desig n a nd Permitting <br />1 Introduction <br />The Upper Gunnison River Water Conservancy District (District), Hinsdale County and <br />the Town of Lake City (collectively referred to as the Proposers) are issuing a Request <br />For Proposal (RFP) to design a new outlet control structure for Lake San Cristobal (LSC) <br />near Lake City, Colorado. <br />The goals for this project are to evaluate options for a new outlet control structure to <br />allow the controlled release of up to three (3) vertical feet [approximately 960 acre-feet] <br />of water impounded by the structure in LSC, permit and cost the selected option, and <br />prepare preliminary and final design documents to take this project to bid for <br />construction. <br />The Proposers have formed the Lake San Cristobal Project Oversight Committee (POC) <br />consisting of two representatives from each Proposer. The POC will be responsible for <br />project oversight and reporting on progress to the Proposers' respective boards. The <br />District will serve as the formal contracting entity for this project. The District's General <br />Manager (GM) will serve as the Proposers' project manager, and along with the Chair of <br />the POC, will serve as the Proposers' representative on this project. <br />The RFP is structured such that the Proposers will directly fund Phase 1 and solicit SB <br />06-179 Basin and State funds from the CWCB via the Gunnison Basin Roundtable for <br />Phases 2 and 3. A preliminary schedule is July 2008 for approval of Basin funds and <br />October 2008 for approval of State funds. Phase 1 has a critical project schedule <br />associated with it as the preliminary designed needs to be available for other project <br />uses. <br />The Proposers recognize that the bidders may propose variations to this RFP's Scope of <br />Work. This is acceptable as long as the work meets the external requirements and <br />overall project objectives. <br />The project has three phases that are related to external factors. Phase 1 is to provide <br />a preliminary design that will allow the District to proceed with negotiations with the <br />Colorado Water Conservation Board (CWCB) regarding its water right in LSC, and allow <br />Hinsdale County to proceed with a vote on the project in the November 2008 election. <br />Information (albeit incomplete) from Phase 1 will be used in the Proposers application <br />for SB 06-179 Basin and State funds. The Basin application shall be submitted on or <br />before May 23, 2008 and the State funds application submitted on or before July 18, <br />2008. The Consultant will contribute cost and other Phase 2 and 3 information for these <br />applications.
