6 Cost <br />Negotiations regarding scope and cost will be negotiated following preliminary award. <br />Emphasis at this juncture will be on Phase 1. Once cost has been negotiated and a <br />contract signed for Phase 1, the Consultant shall begin work. Detailed cost information <br />will be required for Phases 2 and 3, as the Proposers will be seeking CWCB grant funds <br />for these phases. Phase 2 and 3 costs may be dependent on the selected design and <br />finalizing a scope of work. A final cost estimate for Phases 2 and 3 will be prepared. <br />After any contract modifications, the Consultant shall proceed with the work. <br />The bidder shall provide a table of named professional-level individuals proposed for the <br />work. The table shall consist of: name; title; home office; full-time, part-time, or <br />subcontractor; project function; and fully burdened rate. The table shall also have a line <br />item each for administrative support, travel and Other Direct Costs (ODC), and where <br />relevant, details should be provided. <br />7 Qualifications <br />As part of the proposal each bidder shall submit materials that provide: <br />• General corporate qualifications <br />• Specific experience related to work similar to that proposed above for the office <br />that will be directing this work <br />• Identification of key personnel that will be assigned to this project <br />• Qualifications of these key personnel that demonstrate their ability to <br />successfully accomplish the proposed work. <br />• List of two references that can attest to qualifications for each of the key <br />personnel identified <br />• Qualifications statement for any sub-contractors <br />8 Bid Evaluation Criteria <br />There is no hierarchy of evaluation criteria. The proposal should be succinct and <br />complete. As time is of the essence, please keep non-pertinent information to a <br />minimum. Flexibility, innovation and references are important, and the abilityto meet <br />the Proposers' SB 06-179 application and public information schedule is critical. Cost, <br />while important, is not the only factor, as proposal elements will be considered in total. <br />9 Proposal Format <br />The technical portion of the proposal shall not exceed 50 pages. Appendix A shall <br />contain resumes of key project personnel and not exceed 25 pages. Appendix B, the <br />corporate resume shall be directed to experience relevant to this type of this feasibility <br />study and relevant design/build capabilities, and shall not exceed 25 pages.
