149.1 Coordinate with State IT. To facilitate this task, a meeting between RTi, the SPDSS
project manager, State GIS and systems staff will occur in Denver to discuss ArcIMS
implementation issues, including but not limited to the following:
Server configuration (e.g., number of servers, where to locate HydroBase and ArcIMS)
Division of labor (e.g., which spatial data layers and HydroBase data should be focused
on by RTi, DWR staff)
HydroBase tools and displays (e.g., will Java or ASP/VB be used to query and format
HydroBase output).
The results of the meeting will be documented in a design memorandum.
149.2 ArcIMS Interfaces. To facilitate selection of stations and structures, provide ArcIMS
interfaces consisting of division maps showing stations and structures. An effort will be
made to implement map interfaces consistent with the ArcView, ArcExplorer, and GeoView
projects used in CDSS applications. Barring unforeseen technical issues, it is envisioned that
division interfaces will be implemented for diversions and streamflow stations, with
additional layers added to displays as background information, as appropriate. This task and
Task 149.3 will first be completed for Division 1. To maintain consistency and minimize
maintenance similar features will be implemented for Divisions 2-7 within the budget
described in Appendix D. Note that other divisions are expected to require relatively little
effort given that spatial data files already exist).
149.3 Real-time Streamflow ArcIMS. To facilitate viewing of real-time conditions, enable
features to generate a static image map showing current real-time flow conditions in the state.
Also make available a table listing current flow values for all stations. An evaluation will be
made concerning the readability of a statewide map and appropriate corrections will be made
(e.g., the map may show only colored symbols, with the associated table showing actual flow
values).
149.4 Links to HydroBase from ArcIMS. To facilitate review of historical data, allow
HydroBase data to be queried from the map. An evaluation will be made to determine
whether existing Java tools will format the resulting output or whether newer tools (e.g., ASP
with stored procedures) are more suitable. Time series data, in addition to the existing text
forms, will be available in graph image format.
Deliverables:
149.1 A memorandum summarizing the design of the ArcIMS implementation for CDSS, which
will be reviewed by the SPDSS project manager and State GIS staff that can serve as the
basis for further efforts in this task.
149.2 RTi will implement an updated CDSS web site that provides ArcIMS interfaces to display
diversion and streamflow locations for each Division. Division 1 will be implemented first
with the other divisions being implemented if resources remain.
