It is expected that structure locations will be provided as part of the GIS Contractor data
deliverables. These data will be key to modeling irrigated parcels and therefore a reasonable
level of accuracy for structure locations is expected. Adjustment of structure locations that
are clearly misplaced will be coordinated with the GIS contractor and the HydroBase DBA.
The layout of the network diagrams will take into account the appearance of traditional
straight-line diagrams, using available diagrams from Division 1. However, the layouts of
the diagrams will, as much as possible, allow for overlaying on map displays.
Deliverables:
107.1 An updated CWRAT application, with documentation, that displays network diagrams of
administered structures, stream gages and data. The software will include features to edit and
display diagrams, using background map data (including NHD data from the SPDSS Spatial
System Integration contractor) and a sample data set from an appropriate WIS (e.g., District
1 WIS). Feedback from State users will be evaluated incorporated in the deliverable for Task
107.2. The features in this deliverable will be coordinated with the basic network diagram
features implemented in Task 18 and Task 137.
107.2 An updated CWRAT application, with documentation, with network diagram display
features, enhanced based on feedback, and including data display features specific to
CWRAT, in particular to display HydroBase data that are not included in the WIS data
tables.
107.3 Spatial data necessary to support the network diagram display, for each WIS that is
implemented in Division 1. To facilitate CWRAT use, it is expected that the network data
will be described as part of the WIS data in HydroBase and/or similar to how the spatial data
are specified for the map display.
Task 109 -Enhance Real-time Data Features in CWRAT and StateView
Objective:
CWRAT/StateView will be enhanced to simplify access to real-time data and increase the
performance of processing of real-time data. Improvements are limited to State of Colorado
personnel that have access to the central database. Data that are currently sold by DWR are not
expected to be made available to the general public at no charge.
Background:
Currently the retrieval of real-time data within StateView/CWRAT requires the creation of a
"time series plot template" whereas historical time series data can be easily viewed from a list of
streamflow stations. Additionally, real-time streamflow are only available for a short period (15-
minute data are available for fifteen days) and then roll off the database. State of Colorado staff
have implemented database features to store average daily flow data derived from real-time data
but these data are not currently accessible in StateView/CWRAT. Daily average data are
available for the most recent six to eighteen months, depending on the time of the year, in
