2. Using tools in the network builder, "drag and drop" structures from WIS onto the
network data layer, using the physical locations as a starting point.
3. For optimal positioning and clarity, "straighten" rivers to represent a schematic form that
does not exactly match the physical river system.
Approach:
107.1 Develop and Implement Network Diagram Software Tool in CWRAT. A network
display (developed in Task 137) will be implemented in CWRAT that shows the network
diagram in a window that can be zoomed and printed, similar to the existing GeoView map
interface. Editing tools will be implemented to allow structure positions to be edited for the
network diagrams, with the new locations saved in an updated spatial data file. The modified
locations are for display purposes and will not be updated in HydroBase. The specific design
for the tool will be determined in this task. It is envisioned that the layout of the network
diagram will use standard file formats and coordinate systems consistent with geographic
data (e.g., shape files). Using shape file convention will allow the option to display the
network on top of a map. The ability to overlay the network diagram on a map is an
enhancement from traditional straight-line diagrams. The result of this task will be
coordinated with the network display tool being implemented for StateMod in Task 18 and
StateDMI in Task 137. A design goal will be to develop a network representation that can be
shared between other CDSS applications (e.g. StateMod, TSTooI). The network display tool
implemented in this subtask will include links to WIS to streamline creation of network
displays from existing WIS and to utilize WIS data in the network displays (e.g., for
labeling).
107.2 Develop Linkages to HydroBase. Develop linkages between the network diagram
display developed in Task 107.1 so that structure and water right information can be queried
from HydroBase and presented on the network as labels. Subtask 107.1 will focus on linkage
with the WIS data whereas this subtask will focus on additional links to HydroBase that
allow retrieval and display of data that are not stored in the WIS data. For example, display
on the network diagram the current river conditions, and administrative data including
decrees and calls. Implement features in the network diagram tool to allow for simple
and/or automated use of the linkages (e.g., implement a menu choice to label the network
with call data).
107.3 Develop a WIS Network Diagram for each Water District in Division 1. The network
diagram will consist of:
1. spatial data linework indicating the connecting streams and canals for the water delivery
system, consistent with the streams in the WIS
2. spatial data locations of structures (diversions and reservoirs), consistent with the rows in
the WIS
3. relational data (attributes associated with the spatial data), containing structure identifiers
and other information suitable for display on the network diagram and to allow linkage
to HydroBase
