•
Task 99. GIS Support and Data Maintenance
Objective.• Provide ongoing GIS technical support and data maintenance for the SPDSS project during
Phase 4. Modify, enhance, and maintain GIS tools developed under SPDSS for efficient data extraction,
mapping, data dissemination, and access. Provide focused technical support for western slope irrigated
lands mapping.
Background: Under previous phases a number of GIS data, analysis, and mapping tools were developed.
These require ongoing support and development enhancements in response to user requests. Irrigated
lands mapping for the western slope is beginning to be partly conducted `in-house' by the state, and
analysts will require technical support as they begin this process.
Approach:
99.3 GIS support and maintenance. Handling queries from the State, and refining/adjusting SPDSS
GIS data once SPDSS is final. Includes incorporating essential GIS and other spatial data products that
become available from outside agencies (e.g., USGS) during SPDSS activities. Also included is response
to specific but limited requests for GIS data and applications from the State and others involved in
developing the SPDSS (e.g., surface creation for groundwater investigations; satellite imagery for
updating channel alignments for surface water investigations). This general maintenance does not include
any correction of errors or omissions to products that may be identified in the deliverables provided by
the Contractor in other tasks throughout this scope of work.
99.4 Modify and maintain GIS tools. Modify ArcCDSS to accommodate State requirements during
Phase 4, and update the associated documentation. Modify and maintain CDSS Map Viewer to
accommodate State requirements during Phase 4, and update documentation. Included will be an update
of the Map Viewer tool to display map tips a feature requested by staff with CWCB and DWR. Map tips
will display the value of a selected or predefined attribute for a selected layer in the text frame, when
pointing at a feature with a mouse. This will reduce clutter on the map display and will be very useful for
users.
Deliverables:
99.3 Updated GIS databases and specific GIS applications for the State and other contractors. Ongoing
support to technical activities of the State including maintenance and use of databases, irrigated lands
mapping, spatial data, and results.
99.4 Upgraded ArcCDSS tools and related documentation. Upgraded CDSS Map Viewer including map
tips and other features, and related documentation.
Task 103. Coordination and Project Management
Objective: Promote communications and technical exchange among the Consultant, State, water users and
other SPDSS consultants; track work accomplished, maintain budget and schedule; and, regularly report
the status of work activities.
Approach:
Task 103.1 Advisory meetings. Prepare for and participate in one annual advisory meeting for Phase 3.
Prepare for and participate in one technical advisory committee meeting specific to GIS and irrigated
lands assessment during Phase 3.
Task 103.2 SPDSS coordination. Schedule regular and as-needed meetings and/or conference calls to
communicate with State and other consultants about data needs, results, issues, progress, etc., during
SPDSS development. Anticipated are 2 hours of coordination activities per week during Phase 4.
Task 103.3 Project management. Prepare and present to the State 12 monthly progress reports during
Phase I and 2 that include the following three components:
