~ ~_,~ <br />Phases 1 & 2, the Contractor will first conduct a meeting with Water Commissioners for their review <br />of the District and then meet with ditch companies to review specific information about their service <br />area. <br />91.7 Mapping Irrigation Service Areas and Verifying Irrigated Field Boundaries, Crop Types with <br />Water Users. Preliminary maps described in Tasks !91.5 and 91:6 above will be used as the basis for <br />mapping of service areas for both surface water anti groundwater irrigation. It is stressed that the <br />water commissioners and water users will not be relied upon to actually conduct the mapping, but <br />their input will be essential in preparing the interim and final work products. Based on work done in <br />Phase 1 & 2 the anticipated time required in meetings and discussions from each water commissioner <br />is shown in Table 2. The Contractor will make contact with each water user associated with key <br />diversion structures (approximately 80) and will have prepared in advance draft maps with specific <br />features to include the following: <br />• Digitized irrigated parcel polygons overlaid on USGS orthophotos <br />• Irrigation ditch structure IDs tied to each polygon <br />• Legend of ditch ID and corresponding ditch name <br />• Points showing head gate locations <br />• Crop type for the irrigated parcels. <br />The Contractor will make advanced contact with eat;h of the water users, explaining the purpose and <br />objectives of the project, and soliciting their support. The Contractor will visit offices of all the large <br />irrigation ditch companies and users and approximately two thirds of the smaller companies and <br />users. The Contractor will consult with them regarding their surface water irrigation systems, and <br />groundwater use and management. The users wild be presented with preliminary maps of their <br />systems and requested to review irrigation parcel boundaries, crop type mapping, well locations and, <br />especially, irrigation service areas. For these activities, the Contractor will go over the preliminary <br />mapping and discuss the systems in detail. Maps and resources of the water users will be used <br />extensively in revising the preliminary maps and resolving errors: <br />Based on the findings from the consultations with water users and water commissioners, the <br />Contractor will revise maps of field boundaries, well locations, crop types, and irrigation service <br />areas. <br />91.8 Review, Revision, and Final Mapping. After. preparing final draft results, as described in Task <br />91.7 above, the Contractor will conduct approximately 40 meetings with water users, water <br />commissioners, and water conservancy districts to present and review the products of Task 91.7. In <br />addition, this final review is expected to include one workshop in each water district to be held at a <br />central location in the district. Water commissioners will be requested to participate, as shown in <br />Table 2, for the workshop in their respective district. All base maps, draft, and final products and <br />data will be available for the entire district. Water users and water districts will be advised well iri <br />advance of the review and will be invited to attend. and participate in a final 'review and edit of the <br />products. <br />Based on the final review in each water district, the Contractor will edit and revise the. digital <br />coverages and prepare final maps for delivery to the State. <br />Deliverables: <br />91.5, 91.6, 91.7 & 91.8 A final technical memorandum describing the entire mapping process including: <br />irrigated parcel delineation; well permit matching, locating wells and assigning. irrigation wells to <br />irrigated parcels; ditch identification; alignment and mapping of potential service areas; assigning <br />irrigation structures to irrigated parcels; role and methods used by water users and water <br />5 <br />
