C ~:~~
89.7 & 89.8 Metadata will be developed for all GIS deliverables developed in this task using Federal
Geographic Data Committee (FGDC) compliant metadata format. Included in the metadata will be a
description of known data quality problems and a ]listing of steps involved in developing each GIS
coverage and modifications for inclusion in the SPT>SS. A description of the QA/QC procedure also
will be included along with the persons reviewin€; the information and the contact of the person
responsible for the final review and approval of the product.
89.9 Written review and comments of the CU Contracto:r's ET estimates of native vegetation. The review
will be conducted as a technical peer review of the CU Contractors' approach, methods, analysis,
results and conclusions. The written review and comments will be provided to the State.
89.10 Digital coverages of water bodies for the entire SPDSS study area. Water bodies will be detected to
a minimum size of 3 acres, and delivered. as raster files with pixel resolution of 30 m. Results will be
delivered to the CU Contractor for analysis and for modeling. In addition, a brief technical memo
will be delivered that documents the water body mapping procedures and, results.
Task 91-Map Wells, Irrigation Systems, and Irrigation Service Areas
Objective:
For Water Districts 4-9, 23, 47, 48, 76, and 80, .map irrigation .distribution systems served by key
diversion structures, to be identified by the CU Contractor, and their associated irrigation service areas
using (1) irrigated parcels and other GIS coverages and (2) input from water. .commissioners, water
managers and water users. In addition, map wells with capacity of 50 gpm and greater and assign to
specific irrigation service parcels.
Background:
Under Phase l and Phase 2, the Contractor is delivering surface and ground water irrigation service areas
for Districts 64, 1, 2, and 3. Surface and ground water irrigation service areas for the remainder of the
SPDSS study area will be completed in this Task.
Approach:
91.5 Well Tabulation and Preliminary Groundwater .Service Areas. In Phase 1&2, the irrigated
lands served by irrigation wells was estimated for Districts 1, 2, 3 and 64 using a modified version of
the closest parcel method developed in the RGDSS described in the memorandum "RGDSS Spatial
System Integration, Task 3.1: Data Centered Groundwater Model" (obtained at
ham://cdss.state.co.us/). Initial location information for each of these wells was derived from legal
descriptions and existing information in HydroBase for decreed wells. The modified approach used
for Districts 1, 2, 3 and 64 under Phase 1 & 2 will be used under this Subtask to complete the well
location and parcel matching for Water Districts 4-9, 23, 47, 48, 76, and 80.
91.6 Preliminary Irrigation Service Area Mapping and Initial Contacts. Preliminary service areas
were identified .and mapped using satellite images and orthophotos prepared under Tasks 89 and 90
in Phase 1&2. The Contractor will use these data along with GIS data available in the geodatabase
described in Task 94 including large-scale USGS hydrography maps, digital elevation models, digital
raster files of 7.5-minute USGS quadrangles, and other sources. GIS coverages obtained from both
the USGS (NHD) and the Colorado Division of Wildlife containing vector data of large canals,
ditches, drains, and other features will be used for updating the preliminary irrigation service area
mapping.
Using GIS analysis and interpretations, the Contractor will ,prepare a series of base maps showing the
alignment of canals and ditches and preliminary irrigation service areas. The Contractor will consult
with Division 1 engineers and water commissioners in~each water district and discuss overall water
use and management,. and obtain names and contacts of key water users such as company presidents,
supervisors and/or ditch riders familiar with specii'i:c ditch systems. Based on work preformed in
4
