r ~ J\/ / ~ <br />~ 1 \_..,~ ~./) <br />Task 7 -Identify and Review Call Records, Augmentation Plans, Substitute Supply Plans, <br />Transfer Decrees, and Change Decrees <br />Background: <br />Historic call data exists in various locations for various time periods throughout the SPDSS study <br />area. South Platte River call data is stored in HydroBase from 1968 through the current year. <br />North Platte .River call data is stored in HydroBase since 2001. In general the data is understood <br />to be fairly complete for the main stem but intermittent for tributaries. In addition some historic <br />call data exists in a Division 1 spreadsheet and/or water commissioner notebooks. Finally call <br />data has been estimated by various consultants for different water court proceedings. Therefore it <br />is appropriate that available historic call data be reviewed for consistency in coding, compared to <br />other estimates and included, as appropriate, in HydroBase. Note that this task evaluates existing <br />call data and does not include developing new call data where that information does not exist. <br />Water rights transfers, substitute supply plans, and augmentation plans are much more prevalent <br />in the South Platte River Basin than other CDSS basins. Extensive efforts to understand the <br />administrative affects and modeling implications of these plans have not yet been undertaken. <br />Several of the larger transfers and augmentation plans are currently in the application phase and <br />are not expected to be decreed until after 2005. For future applications of the surface water <br />model, it is important to represent current administration and operations. Because the final <br />decrees may not reflect the terms and conditions set forth in the applications and associated <br />engineering reports, it is recommended that the transfers and augmentation plans reviewed for <br />this task that are in the application phase be re-reviewed in a subsequent phase and the <br />memoranda updated prior to final surface water modeling efforts. <br />Objective: <br />Collect, review and consolidate all historic call data into HydroBase. Review 10 key <br />augmentation plans, substitute supply plans, and water rights transfers in the South Platte River <br />basin. <br />Approach: <br />7.1 Collect, review, and digitize historic river call data for incorporation into HydroBase. <br />Call data has been entered into HydroBase consistently since 2000, and iri some cases <br />data is in HydroBase back to 1968. Mainstem call data is understood to exist outside <br />HydroBase from 1950 through present, however it is believed that historic call data on <br />tributaries is intermittent. Collect available historic call data available from Division 1 <br />.that is nat_currenxly_sxored in I~ydraB=ase back to 1950. -Collect-and compare SEO call <br />data to no more that 2 estimates developed by consultants for water court. Work with <br />Division 1 personnel to determine appropriate and consistent call data and coding <br />standards for including historic call data in HydroBase. Characterize call regime over <br />time. Provide to State.database manager for inclusion in HydroBase. <br />7.2 Collect, review, and summarize the primary elements of at least 10 augmentation plans <br />and transfers, to be identified based on discussions with Division. l .personnel. The 10 <br />largest current plans/transfers in the basin, including South Platte tributaries, will be <br />identified, reviewed and documented. It is recognized that some of these plans will be <br />decreed, and some of these plans will be in the application phase.
