<br />Task 5 -Identify Key Storage Elements, Fill Missing Records and Document Storage, <br />Transbasin, and Key Diversion Structure Operations <br />Background.• <br />Task 5 efforts completed in previous SPDSS phases included identifying and collecting physical <br />and historical data for key reservoirs in the SPDSS study area. Over 40 Technical Operating <br />Memoranda were developed for transbasin diversions, larger agricultural users and water <br />providers, and agricultural users relying on identified key reservoirs. Remaining key agricultural <br />structures were documented in Task 3 efforts. Although anticipated in future phases, there was <br />remaining Task 5 budget in previous phases for Technical Operating Memoranda to be <br />developed for several key municipalities. Memoranda documenting physical, legal, and <br />operational information for Denver Water, Aurora, and the Standley Lake systems have not yet <br />been completed. <br />The completed Task 5 memoranda include operational considerations for modeling efforts, but <br />were organized primarily as the key elements for a Basin Information Report focusing, per <br />earlier phases, on data collection and basic information. Specific recommendations in modeling <br />terminology were not included to allow the memoranda to be more informational to a wider <br />audience and to help minimize review iterations with owners and operators. <br />Objective: <br />Document an understanding of the operations of Denver Water, Aurora, and the Standley Lake <br />cities (Northglenn, Westminster, and Thornton) in order to gather data and support specific <br />modeling needs for the SPDSS StateMod Water Resources Planning model. This understanding <br />will be developed through interviews of DWR personnel and city personnel. Develop StateMod <br />modeling recommendation sheets for these systems and the other 30 systems documented in <br />Task 5 memoranda. <br />Approach: <br />5.6 Develop and document understanding of operations for Denver Water, Aurora, and the <br />Standley Lake cities (Northglenn, Westminster, and Thornton). The format will be as <br />reviewed and approved by the CWCB and SEO in previous Task 5 efforts. As reflected in <br />Exhibit D, Task Compensation, it is anticipated that 8 interviews will be in person. <br />5.7 Develop StateMod modeling recommendation sheets for each of the systems documented <br />in Task 5 memoranda. Three preliminary recommendation sheets for agricultural and <br />municipal water users will be developed for the CWCB and SEO to review and comment <br />on format and content prior to developing the modeling recommendation sheets for the <br />remaining Task 5 memoranda. Modeling recommendation sheets will not be developed <br />specifically for transbasin import, but will be included in the modeling sheets for <br />associated key users (e.g. Moffat Tunnel water use will be included in the Denver Water <br />modeling recommendation sheet). <br />Deliverables: <br />5.6 Technical memoranda (3) describing Denver Water, Aurora, and the Standley Lake cities <br />operations. Information outlined in the operating memoranda will include: <br />- System overview <br />- Diversion and reservoir structures associated with their water use <br />- Physical information about diversions/reservoirs and delivery systems <br />Page A-5 <br />
