~ ~ <br />Task 3 -Identify Key Diversion Structures, Q/C Diversion Records, Aggregate Structures, <br />Fill Missing Data <br />Background: <br />Information gathered during feasibility study efforts indicated that data available in Water <br />Commissioner Field Books had been digitized and included in HydroBase. During the Phase 3 <br />efforts to review diversion records and reservoir content data, it was determined that some data <br />existed in the field books that has not been digitized and included in HydroBase. Missing records <br />were identified for the 1950 through 2005 period; however, the field books have not been <br />reviewed to determine which data exists. <br />During Phase 1 and 2 Task 5 efforts, reservoir contents data was collected from users. If the <br />user-data was complete, no additional effort was taken to determine if the data had been recorded <br />by the Water Commissioner. When user data did not exist, data was digitized from the Water <br />Commissioner Field Books. At that time, we incorrectly believed a complete data set from the <br />water users would be a viable option for incorporating into HydroBase. Based on subsequent <br />discussions with Division 1, a better option is to determine if this data is available in the Field <br />Books and, if so, digitize and incorporate it into HydroBase. Remaining missing data could then <br />be filled during modeling from user-supplied information. <br />Division 1 has indicated they do not have staff to digitize the available data, but would work with <br />the SPDSS team to develop procedures for coding the data, would spot-check the digitization, <br />and would incorporate the data into HydroBase. <br />Objective: <br />Digitize missing diversion and reservoir storage data from the Water Commissioner Field books <br />using the SEO recommended source, from, type, and use codes. Provide the digitized data to the <br />Division Office for incorporation into HydroBase. <br />Approach: <br />3.6 Based on missing diversion records for the period 1950 through 2005 identified in Phase <br />3, Task 3 efforts, create PDF versions of scanned Water Commissioner Field Books for <br />missing years by Water District. In addition, include pages with reservoir storage data <br />missing in HydroBase. This is expected to take one full day at the State Engineers Office <br />in Denver. Meet with Les Dalby at the Division Officel in Greeley and review the <br />procedure for assigning the proper SFUT codes to diversions to irrigation, storage, etc; <br />and to determine proper coding for reservoir storage data. Digitize and check missing <br />data and provide to Division 1 for incorporation into HydroBase. <br />Deliverables: <br />3.6 Update Phase 3 Task 3 Diversion Review memoranda Tables 3 and 4 to include <br />"resolution" on missing data (i.e. available in Water Commissioner Field Book and <br />digitized for HydroBase, or data not available).
