• <br /> <br />- Conveyance efficiencies <br />- Water rights information, including transfers, exchanges, and augmentation <br />requirements <br />- Boundary of demand service area <br />- Treated water return flow locations <br />- Owner information <br />- Operating information for modeling efforts <br />5.7 StateMod modeling recommendation sheets for systems and users identified and <br />documented under previous phase Task 5 efforts and subtask 5.1. <br />Task 7 -Identify and Review Call Records, Augmentation Plans, Substitute Supply Plans, <br />Transfer Decrees, and Change Decrees <br />Background: <br />Water rights transfers, substitute supply plans, and augmentation plans are much more prevalent <br />in the South Platte River Basin than other CDSS basins. Extensive efforts to understand the <br />administrative effects and modeling implications of these plans were undertaken in SPDSS Phase <br />3. The ten larger augmentation plans reviewed in Phase 3 account for approximately 75 percent <br />of augmented ground water use in the South Platte. Preliminary review indicates that 17 <br />additional plans will bring the percent of augmented ground water use considered to 93 percent. <br />For future applications of the surface water model, it is important to represent basin ground water <br />use and associated augmentation. <br />During the Phase 3 Task 7 efforts, approximately 21 percent of ground water acreage was <br />identified as not being tied to augmentation plans. Some of the wells maybe alternate points to <br />surface water, maybe in designated basins, or may be in augmentation plans not yet decreed. <br />Objective: <br />Identify acreage served by ground water that is not under the larger augmentation plans reviewed <br />in Phase 3. Review and include modeling recommendations for incorporating the additional 17 <br />augmentation demands and supplies into the SPDSS StateMod Water Resources Planning model <br />to bring the total augmented ground water use specifically addressed to 93 percent (from 75 <br />percent in Phase 3). Recommend an approach for including the additional 7 percent of <br />augmented ground water use, covered under smaller individual augmentation plans into <br />StateMod. Recommend the methodology for identifying and including wells that are alternate <br />points of diversion and wells in designated basins into the StateMod modeling efforts. Note that <br />wells diverting under surface water rights (alternate points) and well in designated basins are not <br />required to augment out-of-priority use, therefore are not include in augmentation plans. <br />Approach: <br />7.3 Collect, review, and summarize the primary elements of up to 17 additional augmentation <br />plans, bringing the amount of augmented well use specifically addressed in Task 7 efforts <br />to 93 percent. Approximately 20 phone interviews with plan owners and water <br />commissioners are expected. Recommendations will be made on the minimum level of <br />detail required to represent operation of augmentation plans in surface water modeling <br />efforts. <br />7.4 Identify ground water users that were not included in previous Phase 3 Task 7 <br />investigations based on the 2001 Irrigated Acreage Assessment and HydroBase well to <br />augmentation plan links, associated with approximately 21 percent of augmented <br />Page A-6 <br />
