Platform-dependent <br />Software that depends on features of a particular computer platform. This implies that the software <br />cannot be ported to other platforms without changes to the code. <br />Potential Evapotranspiration <br />The rate at which water, if available, would be removed from the soil and plant surface expressed as <br />the rate of latent heat transfer per square centimeter or depth of water. For comparitive purposes <br />potential evapotranspiration refers to awell-watered crop like alfalfa (lucerne) with 30 to 50 <br />centimeters of top growth and about 100 millimeters of fetch under given climatic conditions unless <br />otherwise defined. (Rice (1991)) <br />Prior Appropriation <br />A term describing the general process by which water rights are distributed among several claimants. <br />In the West the first person to use the water beneficially gets the water right, whether or not that <br />person owns land next to the river or lake from which the water is diverted. (Rice (1991)) <br />Priority <br />The relative seniority of a water right as determined by its adjudication date and appropriation date. <br />Other factors are sometimes involved in determining priority. The priority of a water right determines its <br />ability to divert in relation to other rights in periods of limited supply. (Rice (1991)) <br />Public Domain <br />Implies that the source code for a software product can be freely distributed and modified. Oftentimes, <br />a notice must be retained in the product indicating that the original source code was public domain, <br />and, in some cases, cannot be sold for profit. The author of the code also generally requests that his <br />name be carried around in any modified code. <br />Raster Maps <br />Raster maps are grid based maps where each cell formed by the grid has only one value. <br />RCS -Revision Control System <br />A revision control system for programs. Source code and revisions are stored in a single file. Revisions <br />are assigned a "delta" and any delta can be retrieved from the file. <br />RDBMS -Relational Database Management System <br />A collection of inter-related relational data and a set of programs to access that data. <br />Referee <br />A person selected by the water judge to carry our certain judicial functions of the water court. (Rice <br />(1991)) <br />Relational Data <br />Data that are inherently relational in nature, meaning that the data items can be related according to <br />category. This organization can be thought of as tables of related information. Two tables are "linked" <br />by repeating an item in each table, e.g., "Author" may be repeated in the "Book" and "Author" tables. <br />Reservoir <br />A pond, lake, or basin, either natural or artificial, used for the storage, regulation, and control of water. <br />(Rice (1991)) <br />Respiration <br />The process by which chemical energy of organic molecules is released. Involves the consumption of <br />oxygen and the liberation of carbon dioxide and water. <br />Return Flow <br />Unconsumed water which returns to its source or some other water body after its diversion as surface <br />water or its extraction from the ground. Also, tailwater, drainage. (Rice (1991)) <br />Riparian <br />Pertaining to the banks of a stream, lake, or body of water. (Rice (1991)) <br />Riparian Land <br />Land which abuts upon the banks of a stream or other natural body of water. (Rice (1991)) <br />Riparian Rights <br />A system used primarily in the eastern states to determine who has rights to water. The riparian <br />system gives water rights to the owners of the lands through which water flows. (See prior <br />appropriation). (Rice (1991)) <br />
