MODSIM <br />Water rights planning model developed by John Labadie at CSU. <br />MOU <br />Memorandum of Understanding. <br />Natural Flow <br />Natural flow is calculated by adding back all diversions to the recorded stream gages. In other words, <br />no diversions are left in the gage. See also base flow. <br />Nonconsumptive Use <br />A use of water that does not reduce the supply, such as for hunting, fishing, boating, water-skiing, and <br />swimming. (Rice (1991)) <br />Open System <br />A system that does not rely on any platform-dependent software and which conforms to open <br />standards set by the computing community. It is also implied that the software source is in the public <br />domain. <br />Optimization <br />Analysis of a system of dependent components with the goal of maximizing or minimizing a certain <br />criteria (objective function), e.g., the maximization of power generation within a system of rivers. <br />Optimization is complicated by the interdependency of conflicting variables (such as high reservoir <br />levels needed for recreation and power generation, but in-stream flow requirements that cause <br />reservoirs to empty), and the large number of such relationships. <br />Original Right <br />The first right awarded to a ditch or storage structure. (Rice (1991)) <br />OS -Operating System <br />The basic language syntax and functionality associated with a computer's user interface, generally <br />associated with a generic operating system type, as specific type, and a version, e.g., UNIX, IRIX, 5.2 <br />(SCI's version of UNIX). <br />Paper Right <br />A document purporting to be legal proof of a water right, but which has lost its legal validity because of <br />abandonment or lack of due diligence in perfecting the right. (Rice (1991)) <br />Perfection of Water Right <br />The process of meeting all of the legal requirements for establishing a legal right to the use of water. <br />Once perfected, a conditional water right becomes absolute. (Rice (1991)) <br />Phase I <br />The discovery, evaluation, and preliminary design period of the CRDSS project, consisting of <br />approximately four months. The initial part of this period was used to inventory existing databases, <br />basin simulation models, water rights planning models, and consumptive use models. After the <br />inventory was complete, evaluation of databases and models was made. The products of Phase I are <br />a database roadmap, a chosen basin simulation model or models, a chosen water rights planning <br />model or models, and a chosen consumptive use model or models. <br />Phase II <br />Phase II consists of the remainder of Years 1 (Phase Ila) and 2 (Phase Ilb). The early part of Phase II <br />will consist of detailed design and model porting. The later part will involve implementation of the <br />models and population of the databases. <br />Photosynthesis <br />The process by which green plants and certain other organisms synthesized carbohydrates from <br />carbon dioxide and water using light as an energy source and usually releasing oxygen as a <br />byproduct. <br />Ph reatophyte <br />A water-loving plant which consumes a substantial amount of water. (Rice (1991)) <br />Physical Characteristics Data <br />Data that describe static physical characteristics, such as structure and river characteristics, <br />capacities, rating curves, etc. These data include all physical data needed by the CDSS models. <br />Platform <br />A computer machine type (e.g., an SGI Indy workstation, or a 486 PC). <br />
