Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />• Description of task: <br />Water rights necessary to impound and recharge water in the wetland basin will be secured <br />from two sources. <br />• Method or procedure that will be used or followed to accomplish the task and identify who will <br />undertake the task: <br />CCWCD will conduct the appropriate water engineering to specify the water rights, <br />infrastructure, decrees, and administrative rulings necessary to accomplish project objectives. <br />This will include identifying the appropriate water rights, transfer needs, augmentation plans <br />and other legal and regulatory instruments necessary to effect a timely delivery of the recharge <br />project. <br />a. Recharge Protocol developed by Water Division 1. Stage capacity, approved <br />structures need to be constructed and developed by CCWCD. <br />b. CCWCD will apply to the Water Court, an amendment to the 1985, 85CW370 Case. <br />c. Accounting Protocol developed by Water Division 1. CCWCD will develop proper <br />accounting of accretions from recharge associated with the WCSD recharge pond. <br />d. CCWCD will go to Division 1 Water Court to seek the change of use for the Farmers <br />Independent Ditch Company rights. CCWCD is currently investigating a ditch wide <br />analysis approach to changing the 35.75 shares currently owned by CCWCD and its <br />sub-districts. <br />WCSD intends to pursue any water rights purchases, transfer agreements, the adjudicative <br />hearings, and the engineering portion of the change of use for the 2 shares necessary to secure <br />the water needed to flood the recharge wetland and meet their obligations under their <br />agreement with CCWCD. WCSD will pay for the of Farmers Independent Ditch Company <br />DU will assist CCWCD and WCSD to ensure that water rights are structured such that migrating <br />and wintering waterfowl will benefit from their application. <br />• Description of the major deliverables/products that will be produced upon successful completion <br />of the task: <br />5.) Complete engineering details associated with the wetland recharge plan; and, <br />6.)
