The watershed is characterized by early season flows and late season water shortages. The applicant holds <br />current conditional storage rights to provide for agricultural and other uses. Addition storage is nesssesary to <br />sustain agricultural operations as demonstrated by the last 10 years of hydrologic and potential changing <br />climatic conditions. The proposed reservoir has the storage capacity for 1,200 acre-feet. Past flow measurements <br />and calculations indicate that this is a realistically obtainable yield. In addition, the applicant has a long historical <br />lcno~~-ledge of the stream and its hydrologic conditions and believes that this is reasonable yield. Talimantes Creels is a <br />highly appropriated stream «ith dil-ect floe- agricultural rights dating to May 1882. These direct floe- rights affectively <br />control the stream and routinely utilize the entire flo«~ of the creels during much of the irrigating season. There is one <br />20 acre-foot existing senior storage reservoir also o~~~ned by the applicant on a minor tributary to Talimantes Creels <br />do~~ nstream of this location. It is also by decree an altei~iative location for the Sparks storage right. <br />The Sparks Reservoir should provide critical eater to sustain agricultural and help alleviate the historical dry up of the <br />stream during the n-rigatiiig season tluough the private lands. The applicant eipects in-stream benefits by storing early <br />season water and releasing floe-s during the summer and fall. The additional ~~-ater supplies should have dramatic <br />benefits for ~~ ater quality and water dependant organisms through and do~~listream of the irrigated lands. The changing <br />climatic conditions have left much of Vermillion Creek belo~~- the confluence with Talilnantes ch-~- for much of the near. <br />Scope of Work <br />Taskl: <br />Activity: Contractor will review and update preliminary reservoir design cost estimates based on current <br />construction costs estimating practices. 15hrs of engineering time ~ $67/hr <br />Persoiulel: Re Johnson Civil engineer and registered land surveyor <br />Time frame: June 2008 <br />Budget: $1,000 Vermllion Ranch cash match money (WSRA grant funds will not be used for this task). <br />Task 2: <br />Activity: Geotechnical Study <br />See attached detailed scope of work and persoiulel qualifications <br />Contractor will conduct subsurface Explorations, Geotechnical Engineering Analysis and produce a report. <br />The report will describe work preformed, subsoil conditions encountered, and recommendations. <br />Persoiulel; InBerg-Miller Engineers <br />Time frame: May 23 2008 (Letter of Intent for Geotechnical services signed, no contract signed for those <br />services until final Grant approval by CWCB at July CWCB Board meeting. No costs will be incurred or <br />funds expended August-September Contract for Geotecluucal study after CWCB approval received, and <br />conduct scope of work.) <br />Budget: $16,000 Basin Account/Water Supply Reserve Account (see detailed scope of work in application) <br />Task 3: <br />Activity: Contractor will incorporate recommendations from Geoteclu7ical Study and create Preliminary <br />feasibility analysis report. 30hrs of engineering time @ $67/hr. <br />2 <br />
