Persomlel: Re Johnson Civil Engineer and Registered Land Surveyor et al <br />Time frame: October 2008 <br />Budget: $2,000 Vermillion Ranch cash match (WSRA grant funds will not be used for this task). <br />Threshold and Evaluation Criteria <br />The application articulates how the project meets all four Threshold Criteria. <br />Discussion: <br />Due to the relatively few persons/entities that would benefit from the construction of Sparks Reservoir, staff <br />initially had some concerns related to fiinding from the Water Supply Reserve Account. But, the applicant <br />did a good job of describing the Basin's need of further development of agricultural storage in the <br />Yampa/White/Green river basins. Additionally, this shortfall was identified in SWSI. The applicant also <br />indicated that there is the potential for the natural environment to benefit from increased mid to late-season <br />flows. <br />As the BRT approval letter indicates, some roundtable members expressed concerns there was not an <br />adequate process in place for the BRT to prioritize the allocation of Basin funds and that no BRT <br />representative member should be allowed to benefit directly from the WSRA grant fiends. I<1 the final <br />analysis, staff has concluded that since the request is for Basin Account funds and the Basin has identified a <br />shortfall in agricultural storage, the application appears to meet the Threshold Criteria. <br />Issues/Additional Needs: <br />Please provide a project schedule that provides timelines for lcey project milestones. <br />Staff Recommendation: <br />Staff recommends approval of up to $16,000 from the Yampa/White/Green Account to help fund the <br />Reservoir Geotechnical and Preliminary Feasibility Study contingent on resolution of the item in the <br />issues/additional needs section. <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />conunon technical platform. <br />
