Comment <br />Based on the Feasibility Study (April, 1998) the study period is expected to be 1950 to 1997 <br />unless data availability or other factors dictate otherwise. Diversion data is currently <br />available from 1950 to present in electronic form; the State will be responsible for any efforts <br />to extend the study period further back in time should a study period earlier than 1950 be <br />mutually agreed upon by the Contractor and State. A study period from 1950 to 1997 has <br />been estimated for budgeting purposes in this Scope of Work. <br />Approach <br />2.1 Research and Describe Developments and Policies /Prepare Timeline <br />Research and describe significant water resource developments and policies that have <br />occurred over time in the Rio Grande Basin that have influenced basin hydrology and water <br />use. Examples of these include such things as implementation of the Rio Grande Compact, <br />occurrence of Elephant Butte spills, Closed Basin Project implementation, and imposition of <br />groundwater well administration. The deliverable for this Sub-Task will be a timeline that <br />displays these events occurring over time. <br />2.2 Identify /Compile /Analyze Hydrologic and Climatic Data <br />Identify the time-series hydrologic and climatic data (diversions, streamflows, temperature, <br />precipitation, and evaporation) that are available in electronic form. Compile these data and <br />perform analyses to characterize their coverage (spatial and temporal), statistical properties <br />(averages, variability, trends, persistence, etc.), and relationships, if any, to significant <br />developments and policies identified in Sub-Task 2.1 above. The deliverable for this Sub- <br />Task will be tables that describe the periods of record for stream flow and climate data. <br />2.3 Identify Alternative Study Periods /Recommend RGDSS Study Period <br />Based on the findings from Sub-Tasks 2.1 and 2.2, identify up to three alternative study <br />periods. These study periods will be chosen based primarily on data availability, but will <br />also consider significant water resource developments and the quality of available <br />information. Prepare a draft Study Period Memorandum summarizing the results of the <br />previous subtasks (approximately 8 pages). The memorandum will describe significant <br />events that have effected hydrologic conditions, address evaluation of wet and dry periods <br />and events, describe alternative study periods, and present rationale for the recommended <br />RGDSS study period. In addition, it will include the identification of key streamflow and <br />climate stations to be used by the Rio Grande model. The deliverable for this Sub-Task is <br />the draft Study Period Memorandum. <br />2.4 State Review of Draft Memorandum <br />State review of draft Study Period Memorandum.
