Description
The objectives of this scope of work are as follows: 1) To apply and enhance an existing data centered surface water modeling system to the San Luis Valley that interacts with the State's central database (HydroBase) and other RGDSS planning tools. 2) To calibrate and test, via application, a San Luis Valley Surface Water Model that, is 100% data centered. 3) To coordinate and share the surface water investigations with SLV water users, the State, a technical subcommittee and other RGDSS contractors.

TASK 1 Obtain a Local Copy of StateMod, HydroBase and <br />Appropriate DMI's <br />Objective <br />Obtain a local copy and develop understanding of StateMod and supporting electronic tools <br />and data. <br />Comment <br />Copies of electronic files, including StateMod code and executable, DMI's, and other tools <br />and files will be maintained on Hydrosphere's computer system utilizing the same directory <br />structure as currently in place on the State's computer system. <br />The **State** will provide a list of structures explicitly included in the State's San Luis <br />Valley Ground Water Model. <br />Approach <br />1.1 Obtain StateMod and DMI's <br />Obtain a copy of StateMod, the Division 3 portion of HydroBase, and appropriate DMI's <br />from the State's FTP site. This software and data will be utilized on Hydrosphere's computer <br />system. No deliverables are defined for this Sub-Task. <br />1.2 Review StateMod and DMI's <br />Operate and exercise these components as necessary to become familiar with them and <br />prepare them for use in subsequent Tasks. Focus on review of existing operating rules of <br />StateMod in preparation for modeling the complex administration practices in the Rio <br />Grande Basin. No deliverables are defined for this Sub-Task. <br />1.3 Develop Preliminary List of Key Structures <br />Develop a preliminary list of key surface diversions and reservoirs (Key Structures) in the <br />Rio Grande Basin, i.e. those structures that will be explicitly represented in the surface water <br />model. Identification of key structures will begin by executing the DMI watright with a - <br />report option to generate a sorted list of total decreed surface water and storage right amounts <br />by structure for Division 3. The preliminary list of key structures will then be generated <br />based on such criteria as total decreed surface diversions (e.g. 75%), a minimum volumetric <br />decreed amount (e.g. 10 cfs), and a minimum irrigated acreage (e.g. 250 acres). The <br />deliverable for this Sub-Task will be 9 preliminary list of key structures in the Rio Grande <br />Basin; one for the entire division and one for each of the 8 water districts. The list of key <br />structures will be used, and possibly refined, during Task 4 meetings with local water <br />interests. Key structures will be represented in Phase la model development. The remaining <br />surface diversion structures will be aggregated and represented in Phase lb model <br />development while ground water use will be represented in the Phase lc model development. <br />RGDSS Surface Water Scope of Work 6 11/8/98 <br />
