3. StateMod can not currently simulate flow-dependent futile calls. This capability will <br />be added by the State to allow simulation of tributary streams that under most flow <br />conditions operate independent of the mainstem but that under high flow conditions <br />contribute to the Rio Grande and ultimately the state line deliveries. <br />Terms and Definitions <br />• Rio Grande Basin. The term Rio Grande River Basin is used throughout this Scope of <br />Work to describe the area included in the State Engineer's office Division 3 which <br />includes the entire San Luis Valley and Costilla River Drainage. <br />• Study Period. The study period used for developing the budget associated with this <br />Scope of Work is 1950 - 1997, based on the Feasibility Study. The basis for selecting <br />that study period will be investigated and potentially revised in Task 1.
