TASK 4 Conduct Basin Meetings <br />Objective <br />Develop and document our understanding of basin operations in sufficient detail to facilitate <br />surface water modeling and to support selected data needs for modeling being done by other <br />contractors. This understanding will be developed through interviews of DWR personnel, <br />operators of the large ditch systems, and representatives of federal facilities. <br />Comment <br />Meetings with local water interests will be coordinated with other RGDSS consultants so as <br />to minimize the number of contacts/meetings required and to ensure consistency of the <br />information provided to and obtained from those entities. These meetings (with the <br />exception of CWCB) are expected to occur in the San Luis Valley. <br />Approach <br />4.1 Prepare Interview Outlines and Schedules <br />Based on existing information and knowledge gained in Task 1 through Task 3, outline <br />interview topic areas and questions. Select interviewees and establish interview schedules. <br />Contact other RGDSS consultants by phone to learn their projected information needs from <br />the selected interviewees and incorporate those needs into interview outlines where possible. <br />The deliverable for this Sub-Task will be interview outlines (topic areas of discussion for <br />each interview), a schedule to complete the interviews and a mailing of the interview outline <br />to each interviewee.. <br />4.2 Division Engineer Interview / Prepare Summary Memorandum <br />Meet with the Division 3 Engineer and assistant regarding Compact and day-to-day <br />administration of surface and ground water issues. Obtain or develop line diagrams showing <br />locations of key structures (identified in Task 1.3). Document discussions in a memorandum <br />(approximately 10 pages) containing enough detail to provide the basis for modeling basin <br />water rights and Compact administration. The deliverables for this Sub-Task include line <br />diagrams showing locations of key structures, and the summary memorandum describing <br />Compact and day-to-day administration. <br />4.3 CWCB Interview /Prepare Summary Memorandum <br />Meet with the Colorado Water Conservation Board regarding instream flow rights and other <br />instream water use issues in the Rio Grande Basin. Document discussions in a memorandum <br />(approximately 5 pages) containing enough detail to provide the basis for modeling instream <br />flow aspects of water rights administration in the Rio Grande Basin. The deliverable for this <br />Sub-Task is the summary memorandum. <br />RGDSS Surface Water Scope of Work 10 11/8/98 <br />
