TASK 4 Conduct Basin Meetings
Objective
Develop and document our understanding of basin operations in sufficient detail to facilitate
surface water modeling and to support selected data needs for modeling being done by other
contractors. This understanding will be developed through interviews of DWR personnel,
operators of the large ditch systems, and representatives of federal facilities.
Comment
Meetings with local water interests will be coordinated with other RGDSS consultants so as
to minimize the number of contacts/meetings required and to ensure consistency of the
information provided to and obtained from those entities. These meetings (with the
exception of CWCB) are expected to occur in the San Luis Valley.
Approach
4.1 Prepare Interview Outlines and Schedules
Based on existing information and knowledge gained in Task 1 through Task 3, outline
interview topic areas and questions. Select interviewees and establish interview schedules.
Contact other RGDSS consultants by phone to learn their projected information needs from
the selected interviewees and incorporate those needs into interview outlines where possible.
The deliverable for this Sub-Task will be interview outlines (topic areas of discussion for
each interview), a schedule to complete the interviews and a mailing of the interview outline
to each interviewee..
4.2 Division Engineer Interview / Prepare Summary Memorandum
Meet with the Division 3 Engineer and assistant regarding Compact and day-to-day
administration of surface and ground water issues. Obtain or develop line diagrams showing
locations of key structures (identified in Task 1.3). Document discussions in a memorandum
(approximately 10 pages) containing enough detail to provide the basis for modeling basin
water rights and Compact administration. The deliverables for this Sub-Task include line
diagrams showing locations of key structures, and the summary memorandum describing
Compact and day-to-day administration.
4.3 CWCB Interview /Prepare Summary Memorandum
Meet with the Colorado Water Conservation Board regarding instream flow rights and other
instream water use issues in the Rio Grande Basin. Document discussions in a memorandum
(approximately 5 pages) containing enough detail to provide the basis for modeling instream
flow aspects of water rights administration in the Rio Grande Basin. The deliverable for this
Sub-Task is the summary memorandum.
