RGDSS Surface Water Scope of Work
Description
The objectives of this scope of work are as follows: 1) To apply and enhance an existing data centered surface water modeling system to the San Luis Valley that interacts with the State's central database (HydroBase) and other RGDSS planning tools. 2) To calibrate and test, via application, a San Luis Valley Surface Water Model that, is 100% data centered. 3) To coordinate and share the surface water investigations with SLV water users, the State, a technical subcommittee and other RGDSS contractors.

4.4 Water Commissioner Interviews /Prepare Summary Memoranda <br />Meet with water commissioners of Division 3 regarding day-to-day operations and <br />administration practices within their districts. For budgeting purposes it has been estimated <br />that meetings will be required with the commissioners of each of the eight Districts in the <br />San Luis Valley, and that up to 12 hours will be required to prepare, attend and document <br />each meeting. Pay particular attention to documenting swing ditches (often on call), any <br />cooperative water use practices that may influence interpretation of official diversion and <br />administration records, and documenting water rights changes having important <br />administrative implications. Document discussions with each water commissioner in a <br />summary memorandum (approximately 4 pages, each). The deliverables for this Sub-Task <br />will be the summary memoranda (one for each District). <br />4.5 Water Agency Interviews /Prepare Summary Memoranda <br />Meet separately with representatives of the principal water user agencies and groups in the <br />basin, including the Rio Grande Water Users Association (RGWUA), the Rio Grande Water <br />Conservation District (RGWCD) and the Conejos Water Conservancy District (CWCD). <br />Obtain understanding of agency missions and specific water management and operations <br />activities and water rights changes having important administrative implications. Document <br />discussions with each of these groups in a summary memorandum (approximately 4 pages). <br />The deliverables for this Sub-Task will be the summary memoranda (one for each water user <br />agency or group). <br />4.6 Closed Basin Project Interviews /Prepare Summary Memorandum <br />Meet with federal representatives regarding Closed Basin project purposes, facilities and <br />day-to-day operations. Document discussions in a summary memorandum (approximately 5 <br />- 10 pages) containing enough detail to provide the basis for modeling the Closed Basin <br />Project. The deliverable for this Sub-Task will be the summary memorandum. <br />4.7 Ditch Operator Interviews /Prepare Summary Memoranda <br />Meet with up to twelve (12) of the large and/or critical ditch companies in the San Luis <br />Valley to discuss their facilities and operations. Collect data describing each diversion <br />system, including conveyance systems (canals, laterals, wasteways, regulating storage, <br />drains, etc.), irrigated acreage, cropping patterns, and irrigation methods. Collect reservoir <br />and supplemental supply data, where applicable, including area-capacity tables, minimum- <br />operating levels, maximum/minimum releases, seasonal storage targets, and ground water <br />sources and use patterns. Collect administrative data, including company bylaws (if <br />available), water rights, and water accounting records (deliveries, storage accounting, etc.). <br />Review up to 10 water right change decrees for information related to system efficiencies. <br />Determine how the ditch system is typically operated, what discretion the company has in <br />managing the system, and how operating decisions are made with regard to surface water, <br />ground water and reservoir water use.
