Annual Diversions for the 1950 to 2002 study period: <br /> Average (1950-2002) = 1,935 acre-feet <br /> Maximum (1951) = 5,259 acre-feet <br /> Minimum (2002) = 256 acre-feet. <br />WATER RIGHTS <br />According to Colorado DWR database of water rights (HydroBase), ther e are no direct flow <br />water rights associated with Wilson S upply Ditch or with Deadman Ditch. <br />Associated Storage: <br />None. However, Wilson Supply Ditch wate r is eventually stored in either <br />Worster Reservoir (aka, Eat on Reservoir) or Hallagan Reservoir (aka, North Poudre <br />Reservoir 16). <br />Compact and Other Legal Considerations: <br />Wilson Supply Ditch water is subject to two <br />interstate legal considerations: <br />Wyoming v. Colorado 353 U.S. 953 (1957) – Laramie River Compact <br />Sand Creek Memorandum Agreement (1939, revised 1997) <br />The Laramie River Compact only applies to water diverted from Deadman Creek, which <br />includes water diverted through Wilson S upply Ditch and Deadman Ditch. Wilson <br />Supply Ditch and Deadman Ditc h are two of five transmountain diversion structures <br />included in the Laramie River Compact between Colorado and Wyoming. The 1957 <br />Substitute Decree in Wyoming v.
