The pipeline provides needed reliability and flexibility to the pipeline's participants by allowing <br />a consistent delivery of Cache la Poudre River water or Horsetooth Reservoir water to the <br />appropriate water treatment plant. The pipeline also improves the water providers' ability to <br />respond to emergencies such as supply outages at Horsetooth Reservoir or water quality <br />problems. There are no HydroBase data available related to Pleasant Valley Pipeline. <br />WATER RIGHTS <br />In 1938, the District contracted with the Bureau of Reclamation for the perpetual right to the use <br />of the water yielded from the C-BT Project. These rights provide for the diversion of up to <br />310,000 ac-ft of water annually to supplement water supplies in northeastern Colorado. Storage <br />and diversion of C-BT water is made in compliance with State of Colorado water laws, Colorado <br />River basin compacts and Senate Document 80. By decree of U.S. District Court on October 12, <br />1955, and supplemented by an April 16, 1964 decree, the United States was granted the right to <br />the use of water from the Colorado River and Blue River in connection with the operation of the <br />C-BT Project. The decree established a priority date of August 1, 1935. The decree states that the <br />Project will be operated in accordance with provisions in Senate Document 80. <br />The District has also acquired additional water rights of its own in both the Colorado River and <br />South Platte River basins. These rights include a direct flow right on the Big Thompson River for <br />diversion into the Dille Tunnel and additional storage rights at for C-BT Project's East Slope <br />reservoirs. Moreover, the District maintains conditional water rights in association with proposed <br />storage projects that would provide additional water for the region. A listing of these direct flow <br />and storage water rights within the SPDSS study area and provided by NCWCD can be found in <br />Table 3. <br />13 of 17 <br />
