The
Annual Operating Plan (AOP) is prepared in January of each year by Reclamation and NCWCD.
Following the plan's review, AOPs are prepared for reasonable maximum and reasonable
minimum water supply conditions as well as for the most probable runoff conditions. The C-BT
Project is operated to optimize the most probable water supply without jeopardizing operations
should either the reasonable maximum or the reasonable minimum water supply conditions
occur. The plan is reviewed and revised as necessary during the year as new information or
changing conditions occur. Flexibility is a keynote and a necessity of the plan.
The Windy Gap Project is operated year-round but with its junior water rights typically pumps
only during the spring runoff period. A benefit to Subdistrict allottees is that allotment contract
holders are granted total consumptive use of their respective Windy Gap water. Unlike C-BT
water, Windy Gap allottees can use and reuse Windy Gap water because it is imported water not
native to the South Platte River basin and is not bound by limitations delineated within the
14 of 17
