Description

The <br />Annual Operating Plan (AOP) is prepared in January of each year by Reclamation and NCWCD. <br />Following the plan's review, AOPs are prepared for reasonable maximum and reasonable <br />minimum water supply conditions as well as for the most probable runoff conditions. The C-BT <br />Project is operated to optimize the most probable water supply without jeopardizing operations <br />should either the reasonable maximum or the reasonable minimum water supply conditions <br />occur. The plan is reviewed and revised as necessary during the year as new information or <br />changing conditions occur. Flexibility is a keynote and a necessity of the plan. <br />The Windy Gap Project is operated year-round but with its junior water rights typically pumps <br />only during the spring runoff period. A benefit to Subdistrict allottees is that allotment contract <br />holders are granted total consumptive use of their respective Windy Gap water. Unlike C-BT <br />water, Windy Gap allottees can use and reuse Windy Gap water because it is imported water not <br />native to the South Platte River basin and is not bound by limitations delineated within the <br />14 of 17 <br />
