Description
The Northern Colorado Water Conservancy District and Colorado-Big Thompson Project has been identified as a key structure for the South Platte Decision Support System (SPDSS) consumptive use and surface water modeling efforts. The purpose of this Task 5 memorandum is to document physical, legal, and operational aspects of those key structures identified.

Project water from Boulder Creek to the South Platte River. HydroBase data related to St. Vrain <br />Supply Canal are only available for 1991. <br />Charles Hansen Feeder Canal (Structure IDs 0400491 and 0401002) <br />The Charles Hansen Feeder Canal, with a 930-cfs capacity, transports water from Flatiron <br />Reservoir to the Big Thompson River and Horsetooth Reservoir. The canal crosses the Big <br />Thompson River in a siphon above the river. Water from the Big Thompson River can be <br />diverted into the canal at the Dille Diversion Dam and utilized for power generation at the Big <br />Thompson Power Plant. HydroBase data related to Charles Hansen Feeder Canal are only <br />available for 2 recent years. <br />Southern Water Supply Pipeline (No Structure ID) <br />The Southern Water Supply Pipeline conveys water to 12 northeastern Colorado water providers <br />within the District and Subdistrict boundaries. The buried pipeline extends south out of Carter <br />Lake to Broomfield, Louisville and Superior. It also travels east and south to Fort Lupton, <br />Hudson and eventually to Fort Morgan. There are no HydroBase data available related to <br />Southern Water Supply Pipeline. <br />3) Horsetooth Reservoir (Structure ID 0303732) <br />Horsetooth Reservoir provides drinking water to the City of Fort Collins and to numerous Water <br />Districts that provide potable water to areas surrounding the larger municipalities. It also <br />provides water for regional industries and irrigation water for farmers throughout the Cache la <br />Poudre River basin. Horsetooth Reservoir has a total constructed capacity of 156,700 ac-ft with a <br />surface area of 2,040 acres. <br />Construction on Horsetooth Reservoir began in 1946 and was completed in 1949. The first water <br />was stored in January 1951. Horsetooth Reservoir was officially dedicated July 21, 1951, when <br />water was first released to the Cache la Poudre River. <br />HydroBase Data: There are sporadic monthly data available in HydroBase over the 1950-2002 <br />period of record pertaining to Horsetooth Reservoir. NCWCD provided monthly storage <br />records for this reservoir. <br />Elevation Capacity Data: An elevation-capacity curve for the reservoir was provided by <br />NCWCD. A subset of points from the curve is provided in Table 2. <br />11 of 17 <br />
