Title
SPDSS Task 5 - Key Structure, Northern Colorado Water Conservancy District and Colorado-Big Thompson Project
Description
The Northern Colorado Water Conservancy District and Colorado-Big Thompson Project has been identified as a key structure for the South Platte Decision Support System (SPDSS) consumptive use and surface water modeling efforts. The purpose of this Task 5 memorandum is to document physical, legal, and operational aspects of those key structures identified.

through the Bald Mountain Pressure Tunnel with a capacity of 960 cfs. There are no HydroBase
data available related to Pinewood Reservoir
Flatiron Reservoir (no Structure ID)
Flatiron Reservoir is a central distribution point for C-BT Project water and serves as an afterbay
for the Flatiron Power Plant. The reservoir, constructed between 1951 and 1953, is located
southwest of the City of Loveland. At full capacity it stores 760 ac-ft of water with a surface area
of 47 acres. Water is conveyed from Flatiron Reservoir to the south or to the north. The Hansen
Feeder Canal begins at Flatiron Reservoir and delivers water northward to the Big Thompson
River and ultimately to Horsetooth Reservoir. For water heading southward, a pump is required
to lift water from Flatiron Reservoir into Carter Lake. There are no HydroBase data available
related to Flatiron Reservoir
2) Carter Lake (Structure ID 0404513)
Carter Lake, the second largest reservoir in northeastern Colorado, is the principal storage site
for Colorado-Big Thompson Project deliveries to the south and east. Construction began in July
1950 and was completed in September 1952. Carter Lake has a total storage capacity of 112,200
ac-ft and covers 1,144 surface acres. Water from Carter Lake is delivered to municipalities,
industries and irrigators in Larimer, Boulder, Broomfield, and Weld counties.
HydroBase Data: There are sporadic monthly data available in HydroBase over the 1950-2002
period of record pertaining to Carter Lake. NCWCD provided monthly storage records
for this reservoir.
Elevation Capacity Data: An elevation-capacity curve for the reservoir was provided by
NCWCD. A subset of points from the curve is provided in Table 1.
Table 1
Carter Lake
Stage -Area -Capacity Curve
Elev.
