Transbasin Water <br />The District is within the boundaries of the Northern Colorado Water Conservancy District. As <br />such, water made available through the Colorado-Big Thompson (C-BT) Project may be used on <br />District lands. Currently no C-BT water is delivered to the District. <br />Administration <br />Administration of the water rights associated with the District involves interaction with the <br />Water District 64 Water Commissioner and the Division 1 Engineer. The Superintendent of the <br />District is more often in contact with these individuals during periods of storage and during <br />periods when the Compact requirements are being met. The Superintendent is also in contact <br />with the Harmony Ditch Company regarding direct flow irrigation along the Harmony No. 1 <br />Ditch. <br />Administration of the South Platte River Compact directly impacts operations at Julesburg <br />Reservoir. Per the South Platte River Compact, between April 1 and October 15, if the mean <br />daily flow of the South Platte River at Julesburg drops below 120 cfs and water is needed for <br />beneficial use in Nebraska, water rights in Colorado between the western boundary of <br />Washington County and the state line (the "Lower Section") with priority dates junior to June 14, <br />1897 are curtailed. The area of curtailment includes the Julesburg Irrigation District and all of <br />the associated structures discussed in this section. Therefore, when Compact requirements are <br />being met, with regards to District water rights, only the most senior Harmony Ditch No. 1 and <br />Petersen direct flow rights are not curtailed. <br />OPERATIONAL INFORMATION <br />The Julesburg Reservoir system diverts, stores and delivers water to users within the Julesburg <br />Irrigation District. The District is bounded by the Sedgwick County line on the west, the <br />Highline Canal, Petersen Ditch and the State Line on the north and the South Platte River on the <br />south and east. <br />The sequence of water rights calls affecting storage in Julesburg Irrigation District in a typical <br />year are as follows: <br />The District typically begins to fill the reservoir under its storage water right at the <br />beginning of November, after District irrigation deliveries have stopped. <br />Julesburg Reservoir will store throughout the winter under its storage water right, up to <br />22,666 acre-feet (restricted capacity). The reservoir will typically fill every year by <br />March. Julesburg Reservoir has a storage decree that is senior to North Sterling although <br />return flows between the two reservoirs typically keep North Sterling from being called <br />out of priority by the Julesburg storage right. <br />The District will stop storing at the end of April, as Compact requirements typically <br />commence at that time. <br />Julesburg Irrigation District.doc Page 11 of 12 <br />
