Title
SPDSS Task 5 - Key Structure, Homestake Pipeline
Description
The Homestake Pipeline has been identified as a key structure for the South Platte Decision Support System (SPDSS) consumptive use and surface water modeling efforts. The purpose of this Task 5 memorandum is to document physical, legal, and operational aspects of those key structures identified.

records. This gage is included in the satellite flow monitoring system of the State
Engineers Office and Aurora.
Conveyance Efficiency: The Pipeline is constructed of concrete and steel pipe, therefore
conveyance efficiency through the Pipeline is estimated to be high.
HydroBase Data: Diversion records for the Homestake Pipeline deliveries to the South Platte
Basin were found, in various states of completeness, at the State (Colorado
DWR/HydroBase) and at Aurora offices. No diversion records for South Platte imports
were found at the USGS or US Bureau of Reclamation (which operates deliveries into the
Homestake Pipeline). The State recorded three years (1981, 1982 and 1999) of
diversions for the Homestake Pipeline deliveries upstream of Eleven Mile Reservoir
[Station AHOMPLCO (aka 07086300)], three years (2000-2002) of diversions from
Station HOMSPICO upstream of Spinney Mountain Reservoir and seven years (1973,
1975, 1979-1982) of administrative water commissioner records for Structure 2304490.
State records are available on a monthly and daily period. Aurora provided monthly
electronic records back though 1989 and provided access to operational records on paper
back to 1971. Daily data is understood to be available electronically from Aurora starting
in 1989. Aurora is implementing a digitization effort of historic records and daily
diversions records prior to 1989, if available in paper form, will likely become available
within several years.
Available diversion data for Homestake Pipeline was reviewed and compared to identify
the best available data source (shown in Figure 2). Based on the long period of record,
completeness of the data set throughout the period of study, and availability of monthly
data provided by Aurora, the monthly data provided by Aurora is the preferred set of data
for Homestake Pipeline prior to 2000. However, since 2000 the data provided by Aurora
is consistent with the continuously monitored data for Station HOMSPICO. While the
continuously monitored data at Station HOMSPICO does not have a long period or
record it is more readily available than data from Aurora and it is available on a daily and
monthly basis. For these reasons, the recommended future source of data for Homestake
Pipeline diversion records is the continuously monitored data at Station HOMSPICO.
Sof10
