A need for <br />additional storage capacity was identified to help meet the City's return flow obligations, provide <br />carry-over storage, and enhance the flexibility within its water resources system. The City <br />purchased Halligan Reservoir (6,428 ac-ft approximate storage capacity) from NPIC in 2003 to <br />address these needs. Under the terms of the purchase agreement, when the Halligan Reservoir <br />enlargement is completed, NPIC will retain ownership of the original capacity plus an additional <br />5,000 ac-ft of the enlargement. The next 12,000 ac-ft of storage water (stored under absolute and <br />conditional water rights) will go to Fort Collins with additional storage from the future <br />enlargement going to the Tri-Districts (Fort Collins-Loveland, North Weld County, and East <br />Larimer County), which serve residential needs adjacent to the City of Fort Collins service area. <br />Additional information related to Halligan Reservoir is presented in the Task SMemorandum <br />North Poudre Irrigation Company. <br />HydroBase Data <br />The monthly data over the 1950-2002 period of record pertaining to Joe Wright Reservoir and <br />the Michigan Ditch include the following: <br />End-of--Month Contents (see Figure 3) <br />• End-of--month contents missing for water years 1950, 1951, 1955, 1956, 1960, 1967- <br />1969, when owned by NPIC, and 1987, when owned by the City of Fort Collins.
