This diversion structure was originally constructed in the early-1900s in conjunction with the <br />City's Water Treatment Plant No. 1, which was located in the same area. Transmission lines <br />extended approximately 12 miles from the plant into Fort Collins. In 1966, the City constructed a <br />second treatment plant at the foot of Soldier Canyon Dam on Horsetooth Reservoir (see Figure <br />3). The treatment plant at Horsetooth Reservoir, now referred to as the Fort Collins Water <br />Treatment Facility (WTF), is also used to treat transbasin water from the C-BT and Windy Gap <br />projects for the Fort Collins service area.
