PHYSICAL INFORMATION <br />The major structural elements in the City of Fort Collins's water resources system are Joe Wright <br />Reservoir (aka Cameron Pass Reservoir, aka Mountain Reservoir No. 20), Michigan Ditch, Fort <br />Collins Pipeline, Horsetooth Reservoir, Pleasant Valley and Lake Canal, the South Side ditches <br />(Arthur Ditch, New Mercer Ditch, Larimer County Canal No. 2 ,and Warren Lake Reservoir). <br />Other storage units and ditch systems in the basin are also used in the operation of the City's <br />water supplies. Horsetooth Reservoir is owned and operated by the Bureau of Reclamation and <br />NCWCD and is used to store, bookover, and deliver C-BT water within the Cache la Poudre <br />River basin. Information related to these infrastructure components are presented in the Task S <br />Memorandum -NCWCD and the CBT System. The history, operations, and current <br />specifications of the other elements of the City's water resources infrastructure are summarized <br />below. <br />1) Joe Wright Reservoir (Structure ID 0303678) and Michigan Ditch System (Structure ID <br />03004603) <br />The City owns and operates Michigan Ditch and Joe Wright Reservoir, which were constructed <br />in the late-1800s for irrigation uses. The City purchased these supplies from the North Poudre <br />Irrigation Company (NPIC) in 1971 and enlarged Joe Wright Reservoir in the late-1970s. The <br />Michigan Ditch is a transbasin diversion from the upper North Platte River basin. Water from the <br />Michigan Ditch off of Michigan Creek is conveyed to Joe Wright Creek and can be stored in Joe <br />Wright Reservoir. Fort Collins firmed up the Michigan Ditch supply with the purchase of 1,200 <br />acre-feet (ac-ft) of capacity in Meadow Creek Reservoir in 1983. Meadow Creek Reservoir is <br />located in North Park on Meadow Creek and owned by the Michigan River Water Conservancy <br />District. It fills under its own storage decrees and is used by Fort Collins to make replacements <br />for out-of-priority diversions through the Michigan Ditch. <br />A description of the Michigan Ditch can be found in the SPDSS Task 4 memorandum developed <br />to Identify and Fill/Resolve Conflicting Records for Key Transmountain Diversions. <br />Specifics regarding Joe Wright Reservoir (see Figure <br />2) include: <br />• 7,161 ac-ft total capacity <br />• Maximum surface area of 152 acres <br />• Approximately 687 ac-ft dead storage <br />Seepage losses from Joe Wright Reservoir are <br />estimated to be minor as the reservoir is constructed in <br />fairly tight bedrock material. An elevation-capacity <br />curve for Joe Wright Reservoir was provided by the <br />City of Fort Collins.
