would be beneficial to keep eye on the formation of an entity that could apply for Rdtable <br />meeting; by end of year, draft plan that could be used by separate counties. <br />6) Alternative Ag Transfer Methods Sub-Committee: Jim Yahn: did not meet last month; <br />but will meet one hour prior to July meeting. <br />7) Supreme Court Committee on Water Court Reform: Mike Shimmin: unable to attend <br />last meeting, however, efforts at this point are to focus on survey: 42% of respondents <br />found it very efficient, 39% found it very inefficient; for every point there is a counter <br />point in the data; therefore trying to digest where improvements can be made; rule <br />changes to allow water referees to become more effective in the process; subcommittees <br />are attempting to focus on Rule 6 to help guide the referee process; summary: Vision <br />statement of IBCC analogy: will meet this Friday and at that meeting will begin to focus <br />on consensus of drafts . <br />--Hal Simpson: On expert subcommittee on trying to come up with Rule 6 to try to find <br />how to give power to referees; finding that referees are resisting that change, therefore, <br />not sure of what changes may come about. <br />--Jerke: What kind of burdens on referees would result? <br />--Shimmin: One of the ideas is to get referee involved in the beginning of the process? <br />Perhaps a less formal process is appropriate; attempting to set out one year process so <br />that we are trying to move things more quickly right from the beginning; varying ideas <br />about exactly how to do that. <br />--Jerke: Arbitration? <br />--Shimmin: No, more like trying to get them actively involved in the decision making; <br />referees are trying to get the parties to focus and move along to see if they can work <br />things out; in the system right now, referees are not actively involved, so parties are the <br />ones that have to decide to move along or not. <br />--Dick Wolfe: The resistance on the part of the referees is that they do not desire to be so <br />involved with the amount of time the process may take. <br />--Shimmin: Some of the divisions only have part time referees and they probably do not <br />have the time to give; <br />--Wolfe: Attempt is to try to get parties involved at an earlier point; one of the topics is <br />to motivate the parties. <br />--Sasha Charney: Several cases in Boulder County, i.e.: 2003 filing to try to get opposer <br />involved, still waiting; this makes so much sense; is there any concept as per working <br />with the attorneys and having deadlines on applicants or opposers as per deadlines; i.e. <br />
