timely responses, adhere to deadlines; seems like until you set a trial date, many parties <br />won't respond. <br />--Hal Simpson: The subcommittee that I am on, Rule 1 1, deals with case management <br />before the judge, to make the opposers become involved, we have recommended <br />deadlines and timelines, there is still a push for this; we are sensitive to this and working <br />on this, particularly in Division One. <br />--Shimmin: Attempt is to look for application that contains enough info early onto give <br />opposer enough info early on so that there can be a productive case management <br />conversation. <br />II. Update on South Platte Well Issues -Dick Wolfe, State Engineer; Jim Hall, Division <br />Engineer; Randy Ray, Central CO WCD. <br />--Jim Hall: Current conditions: interesting year; we have reached peak of runoff all ready; <br />opposite from last year; on South Platte, we are ahead of schedule; Poudre: excellent year, but <br />with their senior water rights, thriving, lower end of South Platte-could be tough for jr direct <br />flow rights; those who depend on reservoir water and refilling reservoir water, could be <br />struggling; 3500 cfs: Kersey: yesterday 1500; today 1000;1929 call refill-got a bit back from <br />reservoirs that did fill; within a couple of days, we will be open for good rain; lower end of Platte <br />(below Kersey)-could be tough; above Kersey-good year; Clear Creak kicks out water for a <br />long time; Poudre and its tributaries are in good shape; almost like two different rivers. <br />Joe Frank: has the runoff come out yet; do you anticipate more coming out of Chatfield? <br />Jim Hall: not unless it rains. <br />Hal Simpson: is there a prediction for good monsoons? <br />Jim Hall: Believe it when I see it. Yes, series of storms are predicted. <br />Dick Wolfe: CWCB has good forecasting. <br />Jim Hall: Good news re: administration is concerned; because of CWCB having installed new <br />gauges on river; data loggers and telemetry equipment has been ordered, by end of summer, <br />telemetry and data real time-diversion and return structures-Districts 2, 1, 63-all have real <br />time-info on these major structures; hope to see this on all maj or structures infuture-for <br />diversion and return. <br />--re: administration: aug plans being decreed, now have 4 additional staff for Division 1: 2 are <br />auditors who would review accounting; i.e.: North Sterling would have audit: to make sure that <br />they are incompliance; Looking at municipal accounting: FRICO, East Cherry Creek Valley; <br />Barr lake Shares, Stanley; will also look at Denver Water accounting and Denver Metro <br />
