7) Illustrate what happened in 2007 (table 14) -what water is "peeled off 'from free river;
8) Consumable Return Flow Reuse: people attempting to capture and use water that was once in
the river;
9) See page 15: Changes in river Administration and River Calls Over Time: 18 factors; See
page 18: South Platte Mainstem Evaluation; historical calls; etc. Bottom line: because of
increase of return flows, calls went jr in 60s and 70s, but in 2000, returning back to more sr calls
and year round calls; recharge projects are now being called out by winter and late fall reservoir
calls; system is going through change; not sure where it will land; need to point out all factors
that affect it; ability of developing conditional water rights, for instance.
l o) Water conservation plans: have identified entities that have high water conservation plans;
~Uill come back for questions after everyone has had a chance to digest this.
John Stencil: Page 12: Information not available?
Hal Simpson: see page 9
Mike Shimmin: Missing is a list of conclusions; are you planning to recommend some draft
conc uslons?
Sue Morea: ~Ue are meeting the bullets on completion for water supply; we can state these in a
conclusion paragraph;
Mike Shimmin: There are some conclusions in some sections but in other sections seems as
though there are not any conclusions; this is a work in progress; therefore I am trying to
understand what you might want us to suggest. In my view, when we asked for this, I thought
that one purpose to do this work is to respond to questions like the one from Yampa folks in
~Ualden ("gee, you are talking about a Yampa pump back why are you not talking about a
Julesburg pump back.") We need to make clear that the water is not there and why the water is
not there; we need to be able to have clear conclusions from this data.
Bill Jerke: Alternatives or conclusions on data?
Mike Shimmin: Just conclusions: Conclusions and recommendations: Here is what we think we
know and what we recommend for future; right now we need to focus on "what we know."
Before we approve this as a final work product we have to have final conclusions.
Harold Evans: Keep in mind this is part of our needs assessment; once we have our needs
assessment then we move forward with what to do; but right now, all this has done is to confirm
what we already knew; these are gaps in the S~USI; there is less water and there is less
unappropriated water.
