<br />Guidelines and Specifications for Flood Hazard Mapping Partners [April 2003] <br /> <br />The following topics will be covered during the initial community contact (telephone call): <br /> <br />. Purpose of the Flood Map Project (i.e., the map update needs that have prompted the <br />project); <br /> <br />. The community's perception of its mapping needs; <br /> <br />. Target schedule for completing the project; <br /> <br />. Possibility of the community contributing as a CTP (if not established in advance); and <br /> <br />. The community's engineering, planning, and. GIS capabilities (to determine how <br />advanced its capabilities are and in which community department or agency these <br />activities are undertaken). <br /> <br />A sample form for planning and recording this telephone call is provided in Appendix I, <br />Subsection 1.1.1 of these Guidelines as the Initial Community Contact-Record of <br />Communication template. <br /> <br />Usually, the FEMA Lead and the community are the only participants in the initial call. If the <br />FEMA Lead determines that the community has a significant interest in participating as a CTP, <br />the scoping process may be delayed while FEMA and the commumty dISCUSS potentlal CTP <br />Program activities. It is desirable for FEMA and the community to agree on the general outline <br />of the community's participation in the Flood Map Project and to sign a Partnership Agreement <br />before proceeding with additional scoping activities. A Partnership Agreement template is <br />provided in Appendix I, Subsection 1.2.6 of these Guidelines. <br /> <br />1.3.1.3 Preliminary Project Management Plan <br /> <br />[February 2002] <br /> <br />The Project Management Team shall prepare a preliminary Project Management Plan. This plan <br />establishes certain coordination protocols and management objectives for the entire Project. <br />Each plan shall contain the following items: <br /> <br />A description of the Flood Map Project; <br /> <br />. The Project Management Team members; <br /> <br />. A description of the Project Team that lists the primary Mapping Partners and their roles, <br />discusses whether CTPs are an option, and notes that the Project Management Team is a <br />subset of the Project Team; <br /> <br />· Communication protocols between Project Team. members (e.g., MICS system, e-mail, <br />Project-specific Web sites); <br /> <br />· Major milestones and intermediate reporting requirements; <br /> <br />· An outreach strategy (e.g., press releases, briefings for congressional staff, "Letters to <br />the Editor" from FEMA Director, Project-specifi<: updates on the FEMA W eb site); <br /> <br />1-29 <br /> <br />Section 1.3 <br />
