Bill Jerke: Encouraged that indeed we have multiple projects that meet multiple needs;
fear is that we have waters that are tied up throughout the state and that we should be able
to put water to consumptive use.
Bert Weaver: Do you consider hydroelectric production anon-consumptive water use?
Rick Brown: Intent was environmental/rec needs; in SWSI, looked at human uses for
water; so in SWSI it is human use category;
Bert: Argues that it is an environmental use;
Discussion ensues
Janet Bell: What are the opportunities for being able to do the quantification that will be
necessary to do equal comparisons; what does it take to overcome the need to quantify;
how will you reconunend overcoming that?
Rick Brown: Warning not to be too competitive; for instance, the Guiuuson ag land
really creates their tourist industry; so carehil not to get onto slippery slope of ag
comparison; look, instead, at a specific system; for example, if piping was used, the yield
would be increased; so site specific discussions must be engaged; price, waste, many
parts of conversation;
Fred Walker: Expresses appreciation of directness of Rick Brown's presentation; points
out that we as a roundtable have not talked about the allocation of our resources and we
have instead been skirting around the issues; needs someone like you to be the catalyst of
what needs to happen.
Rick Brown: Read SWSI section on alternatives;
John Stencel: Task orders: who provides these?
Rick Brown: Each roundtable has task orders; for example, task orders are to round out
data gaps; some of the non-consumptive efforts being fiu7ded by these; the one that each
of the basin's is looking at: big summary sheet of all of these task orders basin by basin;
could be good presentation;
Rick Brown distributes the next quarterly newsletter for the ISBB and advises that this is
available on the website
IV. Dinner presentation:
Ken Knox: Republican River Issues, Compact and Pipeline
(As Recorder McVicker was missing during first part of presentation, these
parts of the minutes are thanks to Jim Yahn and Kim Killin)
Addressing the Republican River Crisis has been a collaborative effort between the
Republican River Water Conservation District and the State of Colorado
Proposed Pipeline:
* Water for pipeline is coming from 66 irrigation wells being shut down on Cure Brothers
property
* 15,000 acre feet of consumptive use will be pumped through 8 wells (there will also be
7 backup wells)
7
