* Cost 50 million for the 15,000 of of water and 21 million for the pipe
* 12 and 18" pipeline will outflow immediately above the gauging station on the North
Fork of the Republican River
* Design of pipeline project will be 90% complete by July 15
* Construction scheduled to start November 15, 2008
* Delivery of Water by July 2009
State of Colorado has given the States of Nebraska and Kansas a deadline of May 16th,
2008 to accept the plan. If plan is denied Colorado will ask for fast track (6 month)
arbitration.
Kim Killin adds that the Cure wells provide nearly 15,000 acre feet, however the hope is
to currently use roughly 10,000 acre feet on an annual basis as that is what is out of
compliance annually at this time.
Colorado does not have the responsibility to deliver to South Platte nor North
Platte; our obligation is to get state into contract compliance.
Questions:
Jim Yahn: Are wells that will be pumped, are these tributary or is this Ogalla
water; yes this is hydrollically connected; timing is being used effectively;
Bruce Gerk: Complement to Republican Basin Board to move forward so
quickly and efficiently;
John Metli: Metering is 42 miles into NE; metering station in CO?
Ken Knox: This pipline and production wells will be fully metered;
accurately and redundantly measured; water is measured and delivered on
North Fork; we get 100% credit for that delivery;
John Metli: What if there is sufficient water, storage?
Ken Knox: Full capability to ratchet this down; whatever is needed, no need
to deliver one drop more;
Ralf Topper: Related compact question: this roundtable approved a Nature
Conservancy application for wells on the Arickaree; because the Arickaree
does not flow, how does this help the compact requirements?
Ken Knox: Those lands would have been irrigated; so this counts as our
consumptive use; by drying up those wells, our debt is not as great; the
sustainability of the aquifer in the long term is helped.
Kim Killin: Upgrading pipeline as it will be built is being studied; so looking
at hydropower uses if the tech is kicked up; non consumptive use.
V. Water Supply Reserve Account (WSRA)
--Potential WSRA applications for future meetings: None at this time.
--Update on previously approved applications:
• Chatfield Reallocation: Frank Eckhardt; The committee will meet
with Corps of Engineers in Omaha;
• Clear Creek Water Bank /High Altitude Storage: Bert Weaver:
next month or June, brief presentation on methodology that has been
developed; these tune sites range from 400 acft to 2 acft; relatively
small
