Understand that the <br />right to water for beneficial use shall not be deiced: how will non-consumptive and <br />consumptive needs come together? <br />Rick Brown: Opines that we need to promote both in a collaborative way; for instance, <br />you can establish an in-stream flow-then, look at an agreement on cooperative <br />contractual arrangement basis. <br />Tom Iseman: We do not look at this as being protected; rather that this is a tool that we <br />could use to make decisions about water supply projects that could meet multiple goals; <br />6 <br />
