Policy 4 objectives are as follows. <br />• <br />• To ensure that land use activities have adequate facilities to collect, treat, and dispose of <br />anticipated types and quantities of wastewater. <br />• To recognize the vulnerability old regional and local groundwater aquifers to potential impacts <br />from waste discharges or seepage from waste disposal sites and septic system leachate. <br />• To encourage the avoidance of "proliferation of treatment facilities" where practical <br />alternatives exist. <br />• To ensure treatment facilities are properly operated and maintained by a qualified operating <br />entity. <br />Policy 5: Chemical Management: T'he surface water and groundwater of the region will be <br />protected from the use of pesticides, fertilizers, algaecides, road deicing and friction materials, and <br />other chemicals which would temporarily or permanently cause a significant degradation of water <br />quality conditions or impair present uses. Policy 5 objectives are as follows. <br />• To encourage that the appropriate volume, rate, and scheduling of pesticide, fertilizer, and <br />road deicing and friction applications axe determined and applied to protect the region's <br />water quality while protecting public health and safety. <br />• To encourage that pesticides, fertilizers, road sanding materials, and hazardous chemicals <br />• used in the region are properly stored, transported, and handled during both normal and <br />emergency operations. <br />• To encourage that hazardous w;istes are disposed of in a manner that will minimize risk to <br />the region's water resources. <br />Policy 6: Management System: The surface water and groundwater of the region will be protected <br />by a management agency structure, which recognizes the existing governmental and regulatory <br />Crame~vork and allows decisions and management at the most appropriate level of control. Especially <br />~.vith respect to nonpoint source pollution prevention, the recommended level of management is at <br />the watershed level (municipality and county driven).
