March 2006 RCCD Upper Yumpu Rk~er Burin Implementation Plan • 12 <br />waste disposal, agriculture, and other land use practices) such that it does not cause <br />significant deterioration of water quality or significantly degrade the region's surface water <br />• and groundwater. <br />• To encourage protection of wetlands and riparian areas, through use of best management <br />practices (HMI's), good stewardship, and such voluntary programs as land purchase, <br />conservation easements, or other available programs. <br />• To enhance public knowledge of the importance of maintaining vegetative cover and <br />streamside setbacks to protect water quality. <br />• To promote water quality as an important consideration in making decisions on the location <br />and extent of areas to be served by public facilities and services. <br />• To discourage the proliferation of onsite wastewater disposal facilities. <br />• To encourage connection to community water and wastewater facilities within designated <br />service areas. <br />• To assist local governments ir,~ guiding future growth, infrastructure, and development <br />activities to areas where impacts on water quality will be minimized and/or controllable. <br />• To encourage land management practices (which include appropriate fire fuel management) <br />and manage wildfire, disease alid insect infestations as a viable long-term water quality <br />management strategy. <br />• To encourage compatibility of investment policies for public facilities with other <br />environmental protection programs (e.g. floodplain protection). <br />• To encourage local governments in managing soil disturbance and earth movement where <br />significant water quality impacts Inay occur. <br />• To maintain historical runoff quantities by minimizing the creation of directly connected <br />impervious surfaces and promoting detention and other controlled runoff measures. <br />• To encourage that the cumulative impacts of development activities in the region will not <br />cause storm drainage and floodwater patterns to emceed the capacity of natural or constructed <br />drainage ways. <br />• To recognize and protect irrigated agriculture as an important groundwater recharge <br />mechanism for sustaining stream flows during critical lo~v flow periods and to encourage the <br />minimization of pollutants returning to the stream. <br />• To encourage that future development activities provide for the storage, treatment, and <br />removal of pollutants to control their transport by storm runoff into streams, river and lakes. <br />• To encourage the use of non-stn:~ctural controls in managing stormwater. <br />Policy 4: Domestic, Municipal, and Industrial Waste Treatment: Decisions to locate water <br />supplies and wastewater treatment systems, and to ettend utilities will be made in a manner that <br />protects water quality. Decisions regarding facility location will also recognize the protection of <br />floodplains, geologic hazard areas, wildlife habitats, wetlands, shorelines, and agricultural land.
