The physical, chemical, and biological conditions will be <br />maintained for the benefit of the environment and present and future generations of residents and <br />visitors to the region. Waters of the region not currently supporting classified uses will be restored as <br />soon as is financially and technically practicable. Polity 1 objectives are as follows. <br />• To meet the adopted water quality standards for the State of Colorado, including the <br />applicable antidegradation standards. <br />• To assist local governments, as v~ell as Federal and State agencies, with land use management <br />responsibilities to implement wager quality goals. <br />• To encourage private land owners in the region to implement water quality goals. <br />• To improve public awareness o:f water quality conditions in the region and how individual <br />actions can protect and improve water quality. <br />. Policy 2: Water Use and Development: The use and development of the waters of the region will <br />maintain the quality necessary to protect present uses. Policy 2 objectives are as follows. <br />• To ensure that water development or transfer activities do not have a significant adverse <br />effect upon the region's water resources. <br />• To protect existing local, State, and Federal investments in wastewater treatment facilities by <br />mitigating additional treatment costs caused by hydrologic modification. <br />• To ensure, through participation in the planning and approval processes of reservoirs, that <br />the quality of impounded water will be suitable for its intended use and that discharge will <br />not significantly degrade do~vnst~-eam water quality. <br />• To encourage that water is used efficiently for the benefit and advantage of the people and <br />natural resources of the Yampa Fsver Basin. <br />• To encourage water conservation throughout the Yampa River Basin. <br />Policy 3: Land Use and Disturbance:: The surface water and groundwater of the region will be <br />protected from land uses and management practices which could cause significant degradation of <br />water quality or impairment of the natural protection and/or treatment processes provided by <br />wetlands, floodplains, shorelines, and riparian areas.
