i~lurch 2006 <br />BCCD Upper Yumpu Ricer BUJYII Implementulion Plan • l0 <br />3.0 208 PLAN SUMMARY <br />3.1 GENERAL SUMMARY <br />"The 208 Plan included summaries of ~,vatershed characteristics; population and land use; stream <br />classifications and standards; general basin water quality characteristics; point and nonpoint source <br />discharges; and watershed management policies and recommendations. Contents of the 208 Plan are <br />outlined below: <br />• Introduction: Described the project background, scope, and general organization of the 208 <br />Plan. <br />• Regional Overview of Yamp:~ Watershed: Presented a brief description of the Yampa <br />River watershed, noting the key tributaries and lakes in the basin. It also contained general <br />descriptive information regarding geography, hydrology, land use, and water quality <br />management. In addition, this section described general water quality issues identified in the <br />basin. <br />• Population Projections: Documented population figures for Routt and Moffat Counties <br />and for municipalities within the: counties, including Yampa, Oak Creek, Steamboat Springs, <br />Hayden, Craig, and Dinosaur. Significant unincorporated enclaves were included, where data <br />were available. Census data for 1.980, 1990, and 2000 were also presented. <br />• Water Quality Assessment: Discussed Yampa Basin stream classifications and standards. <br />. It included an assessment of available water quality data to determine if there were water <br />quality or related watershed concerns. `~/ater quality data were assessed to determmne if <br />applicable standards were being met. Recommendations pertaining to the continued <br />collection of water quality data and the development of a comprehensive basin water quality <br />database were summarized. <br />• Water and Wastewater Facilities: Included an inventory of public water systems and <br />domestic and industrial wastewater facilities. Recommendations pertaining to basin facilities <br />were presented. <br />• Nonpoint Source Pollution: Assessed current sources of nonpoint pollution, using etiisting <br />information. It included a brief description of current ordinances and criteria used by county <br />and city governments for erosion control and stormwater management. Recommendations <br />were presented for practices to control nonpoint sources. <br />• Water Quality Management )Clesignations: Identified "management agencies" designated <br />to implement the plan.
