The Colorado Department of Transportation (CDOT) has a <br />program underway to address the°se concerns while also considering public driving safety and <br />• existing funds and needs. All watersheds, however, are potentially vulnerable to water quality <br />impacts from this type of activity, although the major areas of concern are in those areas <br />where development has or is occurring. <br />Dive of these water quality issues are nonpoint source issues. Point source controls will continue to <br />be applied to prevent damage to the stream segments within the valley. The real challenge for water <br />quality management, however, lies in the area of nonpoint source management and control. <br />2.5 WATERSHED PLAN <br />As discussed previously, a watershed plan for the entire basin (including both Routt County and <br />Moffat County) was completed in May 2002 and approved by city and county governments, as well as <br />t:he Water Quality Control Commission. This project provides a continuation of the planning efforts <br />initiated within the 208 Plan for the upper portion (Routt County portion) of the basin. The 208 Plan <br />culminated in a series of policies and recommendations (refer to Section 3.0). The intent of this <br />project is to provide an Implementation flan for the Upper Yampa River Basin for the top priority <br />recommendations presented within the 208 Plan.
