Munch 2006 RCCll Cpper Yumpu Ricer Barin Implementation Plan • 14 <br />• Encourage citizen-based monitoring programs (e.g.- River Watch) and work with interested <br />entities/agencies to promote such programs throughout the community. <br />• <br />• Prepare a comprehensive inventory of sites and compile data for the Yampa River Basin. <br />• Provide adatabase/geographic ir.~formatian system (GIS) that is readily available and usable. <br />• Establish a mechanism to develop and continually update the database/GIS, as new data are <br />collected though continued water. quality evaluations and citizen-based monitoring programs. <br />• Establish a program where data axe evaluated on an ongoing basis (in conjunction with <br />monitoring and database maintenance). Evaluate data, indicate trends, and assess <br />information gathered. Include n;irrative discussions of changes noted in water quality. <br />• Develop along-range plan for collecting and assessing data. <br />• Coordinate monitoring and data compilation/evaluation to avoid duplication of efforts and <br />ensure compatibility of data collection. <br />• Evaluate nutrient sources in the Upper Yampa and further characterize algae problems in the <br />Yampa from the headwaters through Steamboat Springs, including Stagecoach Reservoir and <br />Lake Catamount. Seek funding and participation from upper basin towns, cities, districts, <br />Routt County, Upper Yampa Water Conservancy District, Colorado River Water <br />Conservation District, and State and Federal agencies such as the Colorado Department of <br />Public Health and Enviromnent, Colorado Division of Wildlife, Colorado Water <br />• Conservation Board, U.S. Geological Survey, U.S. Forest Service, and U.S. Environmental <br />Protection Agency. <br />• Encourage the Water Quality Control Commission to review the Yampa Basin in its entirety <br />during the triennial review process. The upper and lower basins are currently reviewed <br />separately (with the upper basin last reviewed in 1999 and the lower basin in 2001). As <br />discussed in the plan, this changf: has already been decided by the Commission, with the nest <br />hearing for the entire basin scheduled for July 2003. <br />• ~~/ork with the State to ensure: that sufficient data are provided for sites proposed for <br />reclassification. <br />• Evaluate stream flow (water quantihy), as well as water quality in consideration of <br />reclassification. <br />• Encourage reclassification if data indicate that streams have been misclassified, based on <br />actual beneficial uses. <br />• Assure that adequate water quality data are obtained to determine whether numeric standards <br />for stream segments are met. <br />• ~~Uork with the State to assure ghat reclassification will not have adverse unpact on existing <br />land use, where appropriate best management practices (BIVIPs) and control technologies are <br />• currently being used. <br />• Encourage the balance between existing practices and standards, with implementation of <br />appropriate B1~IPs and control technologies. <br />KCC.U * I ~F7~ Pine Grrne Rnud, .Suite 201_<t * Slrumhnul.S j+rirtyr.
