<br />. <br /> <br />. <br /> <br />. <br /> <br />In addition to the LOMRs and LOMAs, the COFC decided to review its floodplain <br />regulations for the Cache la Poudre River subsequent to the extensive flooding, property damage, <br />and loss of life that occurred during the Spring Creek Flood of 1997. Ayres Associates, Inc. was <br />retained by the COFC to evaluate possible floodplain regulations that could be implemented to <br />increase public safety and decrease the potential for property damage along the corridor. Ayres <br />Associates, Inc. completed the analysis in August 2000 [Ayres 2000] and shortly thereafter the <br />COFC adopted two new floodplain regulations (a tenth-foot floodway and a product 6 corridor) <br />along the Cache la Poudre River. Currently, these new floodplain regulations are only required <br />by the COFC. Thus, they will be analyzed in addition to the FEMA regulations. <br />In June 2000 a Conditional Letter of Map Revision (CLOMR) and accompanying <br />floodplain modeling report (see Appendix E.2) was prepared for the Buckingham Levee Project <br />(currently known as the Oxbow Levee Project). The CLOMR was prepared by D.B. Simons & <br />Associates, Inc. of Fort Collins, Colorado. The Buckingham Levee CLOMR was reviewed by <br />FEMA under Case Number 00-08-297R [FEMA, September 27,2000]. A copy ofth(: approved <br />CLOMR is provided in Appendix E.2. <br />In 2005 Anderson Consulting Engineers, Inc. was retained by the RETEC Group, Inc. to <br />conduct hydraulic analyses in support of a LOMR submittal for the 2005 Cache la Poudre River <br />Removal Action Project. The Cache la Poudre River Removal Action Project was performed <br />under the direction of the United States Environmental Protection Agency (EPA) to <br />minimize/mitigate the potential for non-aqueous phase liquid (NAPL) to migrate into the Cache <br />la Poudre River. All project designs and work were reviewed and approved by the: EPA On- <br />Scene Coordinator and performed according to guidance from the EP A Region 8 Emergency <br />Response Program and the National Contingency Plan (40 CFR 300). The Removal Action <br />proje(;t limits extend from the downstream side of the Burlington Northern Railroad (B.N.R.R.) <br />Bridge to upstream of Linden Street. Effective FEMA study limits for the Removal Action <br />LOMR extend from the upstream side of U.S. Highway 287 (Cross Section AX:230897) <br />downstream to the downstream side of the Linden Street (Cross Section 228637). As a result of <br />the close completion times for the Removal Action and Oxbow Levee projects the two LOMR <br />submittals will be undergoing near concurrent reviews by the COFC and then FEMA. In order <br />to clarify references to the concurrent LOMR, the Removal Action project analyses cmd LOMR <br />will be referred to in the current study as the 2005 Removal Action LOMR or simply the 2005 <br />LOMR even though it is anticipated that approval will be obtained from FEMA in 2006. Due to <br />the close proximity of the project reaches and the overlapping study reaches, the COFC <br />requested one comprehensive report documenting the ultimate changes to the floodplain in this <br />reach of the Cache la Poudre River ensuing from the Removal Action, and Oxbow Levee <br />projel:;ts. Therefore; for the purposes of the current 2006 study the 2005 Removal Action LOMR <br />has been incorporated as effective information.
