<br />. <br /> <br />. <br /> <br />. <br /> <br />The current study incorporates the as-built physical improvements, within the project <br />reach, associated with construction of a flood protection levee on the left bank of the Cache la <br />Poudre River between Linden Street and Lincoln Avenue. <br /> <br />1.2 Previous Studies <br /> <br />Since the effe.ctive FIS and Flood Insurance Rate Maps (FIRMs) for the COFC were <br />published, two Letters of Map Revision (LOMRs) have been approved by FEMA on portions of <br />the Cache la Poudre River through Fort Collins. The hydraulic analyses and documentation for <br />both LOMRs were completed by Anderson Consulting Engineers, Inc. (ACE) in May 1999 <br />[ACE 1999] and June 2001 [ACE 2001]. The LOMR studies were approved by FEMA in <br />December 1999 and November 2001, respectively. Additionally, three Letter of Map <br />Amendments (LOMAs) have been approved by FEMA with in the current study reach. Data <br />supporting the January 2001 and August 2002 LOMAs was completed by JR Engine:ering, Inc. <br />of Fort Collins, Colorado. Data supporting the October 2005 LOMA was submitted by Drexel- <br />Barrel, Inc. of Boulder, Colorado. <br />The 1999 LOMR documented hydraulic modeling, flood profiles, and floodplain <br />mapping changes as a result of the Timberline Road and Bridge construction. Effective study <br />limits for the 1999 LOMR extends from a point approximately 8,600 feet upstream of <br />Horsetooth Road (Cross Section 201202) upstream to Lemay Avenue (Cross Section 221637). <br />Letter of Map Change (LOMC) obtained from FEMA for the 1999 LOMR is provided in <br />Appendix B.l.l. <br />The 2001 LOMR documented hydraulic modeling, flood profiles, and floodplain <br />mapping as a result of improvements made to a drop structure and boat chute locatt:d between <br />U.S. Highway 287 Bridge and the B.N.R.R. Bridge. Effective study limits for the 2001 LOMR <br />extend from the downstream side of the drop structure (Cross Section 230193) upstream to the <br />upstream side of the Coy Ditch Diversion Dam (Cross Section 230472). The LOMC <br />documentation from FEMA for the 2001 LOMR was incorporated into the 2005 Removal Action <br />LOMR (see description below). <br />The 2001 LOMA [FEMA Case No.: 01-08-153A] removed a portion of the property <br />located at 301 East Lincoln Avenue from the 100-year floodplain associated with the Cache la <br />Poudre River. A copy of the 2001 LOMA is presented in Appendix B.2.1. The 2002 LOMA <br />[FEMA Case No.: 02-08-485A] removed a portion of the property located at 105 East Lincoln <br />Avenue from the 100-year floodplain associated with the Cache la Poudre River. A copy of the <br />2002 LOMA is presented in Appendix B.2.2. The 2005 LOMA [FEMA Case No.: 05-08- <br />0658A] removed numerous lots in the Old Town North Subdivision from the 100-year floodplain <br />associated with Dry Creek and the Cache la Poudre River Floodplains.
