<br />In a joint meeting on August 16, 1974, with the Urban <br />Drainage and Flood Control District, the Federal Insur- <br />ance Administration, and the private engineering firm <br />of Gingery Associates, Inc., the study reaches were <br />clearly explained with the methodology to be used in <br />the study. An additional meeting was held on January 24, <br />1975, in Washington, D.C., to further clarify the pur- <br />pose of the study and methods used for flood plain <br />delineation. The Urban Drainage and Flood Control <br />District supplied contour maps at 2-foot intervals on <br />Big Dry Creek, Sand Creek, and Coal Creek along with an <br />interim report, Major Drainageway Master Plan - Big <br />Dry Creek (Reference 7). <br /> <br />.. <br /> <br />-l <br /> <br />Numerous other agencies and individuals were contacted <br />for background information. Agencies included the <br />Colorado Water Conservation Board (Reference 8), the <br />Colorado Highway Department, the Union Pacific Railroad, <br />the Soil Conservation Service, and the Denver Post news~ <br />paper. Private citizens of Watkins, Strasburg, Byers, <br />and Deer Trail were interviewed regarding past floods, <br />high-water marks, and flood damage. <br /> <br />Public hearings were held on July 7, 1975, and September <br />16, 1975, by the Planning Commission of Arapahoe County <br />at which the Federal Insurance Administration's Consulta- <br />tion Coordination Officer and the engineering consultant <br />explained to the Commission and citizens the purpose of <br />flood insurance and technical methods used to develop <br />the maps as presented. <br /> <br />1.3 Authority and Acknowledgments <br /> <br />The source of authority for this Flood Insurance Study <br />is the National Flood Insurance Act of 1968, as amended. <br /> <br />The hydrologic and hydraulic analyses for this study <br />were performed by Gingery Associates, Inc., for the <br />Federal Insurance Administration, under Contract No. <br />H-3716.
