Scope of Work
Upper Mountain Counties Water Needs Assessment
Study Objectives
T11e objectives of the proposed study are to:
1. Interview the UMC counties to deternline current and projected populations and
the status of current platted lots as to existuzg uses and projected uses to 2050 in fl1e
study area.
2. Interview UMC water providers for current and future water demands to 2050
ulcluding water demands related to recreation and tourism.
3. Identify existing lots (improved or unimproved) that may rely on domestic and
comnlercial wells and estinlate the water denland related to these lots based on
various build-out assunlptions.
4. Evaluate existing information on geology and precipitation for the inountain
counties in order to estinlate the amount of aquifer recharge from precipitation that
is available for evaluati~lg long term sustauzable water supplies.
5. Assess the long terin sustaulability of the various aquifer systenls in the nlountain
counties taking into consideration recharge and water demands related to current
and future water needs.
6. Identify any water demands related to tourism resulting fronl future recreational
projects such as ski or snow boarduzg areas.
Tasks
T11is work plan is divided into seven major tasks with inultiple sub-tasks under eac11,
addressing eac11 of the objectives. The following is a list and description of tasks to be
conlpleted under this scope of work. The area of study will be Clear Creek County,
Gilpin County, Park County east of Kenosha Pass, and t11e mountaul part of Jefferson
Cow~ty.
Task 1 Interview Counties for Information Impacting Water Demand
1.1 Deterrriine currerrt and projected populntions bc~sed ori Courit~ estirriates
T11e UMC counties will be ulterviewed to determine current and projected
populations including the populations related to permanent and second 11on1e
residences. This infornlation will be nlore reliable than those obtained from the state
denlographer during SWSI.
1.2 Detet~rriirie tlze number of platted lots and related zoniiig iri eacll count~
The cowlties will be interviewed to determine the status of existing platted lots in
eac11 county and zoning for t11em. Those that are not improved will be identified and
the type of potential developnlent for tllem evaluated for inlpact on future water
demand assuming different levels of build out. This may be another way to estimate
future water demands if population growth projections are not readily available. The
lots that have l~een inlproved will be used to estinlate current water denlands based
C:\Documents and Settings~~owannc\Desktop\To File Back\UMGSOW-rv4.doc
