Scope of Work <br />Upper Mountain Counties Water Needs Assessment <br />Study Objectives <br />T11e objectives of the proposed study are to: <br />1. Interview the UMC counties to deternline current and projected populations and <br />the status of current platted lots as to existuzg uses and projected uses to 2050 in fl1e <br />study area. <br />2. Interview UMC water providers for current and future water demands to 2050 <br />ulcluding water demands related to recreation and tourism. <br />3. Identify existing lots (improved or unimproved) that may rely on domestic and <br />comnlercial wells and estinlate the water denland related to these lots based on <br />various build-out assunlptions. <br />4. Evaluate existing information on geology and precipitation for the inountain <br />counties in order to estinlate the amount of aquifer recharge from precipitation that <br />is available for evaluati~lg long term sustauzable water supplies. <br />5. Assess the long terin sustaulability of the various aquifer systenls in the nlountain <br />counties taking into consideration recharge and water demands related to current <br />and future water needs. <br />6. Identify any water demands related to tourism resulting fronl future recreational <br />projects such as ski or snow boarduzg areas. <br />Tasks <br />T11is work plan is divided into seven major tasks with inultiple sub-tasks under eac11, <br />addressing eac11 of the objectives. The following is a list and description of tasks to be <br />conlpleted under this scope of work. The area of study will be Clear Creek County, <br />Gilpin County, Park County east of Kenosha Pass, and t11e mountaul part of Jefferson <br />Cow~ty. <br />Task 1 Interview Counties for Information Impacting Water Demand <br />1.1 Deterrriine currerrt and projected populntions bc~sed ori Courit~ estirriates <br />T11e UMC counties will be ulterviewed to determine current and projected <br />populations including the populations related to permanent and second 11on1e <br />residences. This infornlation will be nlore reliable than those obtained from the state <br />denlographer during SWSI. <br />1.2 Detet~rriirie tlze number of platted lots and related zoniiig iri eacll count~ <br />The cowlties will be interviewed to determine the status of existing platted lots in <br />eac11 county and zoning for t11em. Those that are not improved will be identified and <br />the type of potential developnlent for tllem evaluated for inlpact on future water <br />demand assuming different levels of build out. This may be another way to estimate <br />future water demands if population growth projections are not readily available.
