Scope of Work - Upper Mountain Counties <br />Water Needs Assessment <br />T11is Scope of Work is divided into four sections as suggested in the Grand <br />Application Instructions. Section 1 provides a description of each nlajor task <br />associated with the project along with a functional description of w11o will be <br />completulg fl1e work and a description of t11e deliverables associated with the task. <br />Section 2 lists the key personnel proposed for the project along with a brief <br />description of their relevant project experience. Sectioil3 presents a detailed <br />breakdowll of t11e costs to conlplete fl1e study and Section 4 presents tlle proposed <br />Project Schedule. <br />Section 1 Task Summary <br />Introduction and Sackground <br />In 2003, the Colorado Water Conservation Board (CWCB) conlpleted the Statewide <br />Water Supply Initiative (SWSI). Tl1at study ulcluded estimates of water demands in <br />the South Platte River Basu1 through 2030. While SWSI provided a valual~le coarse <br />assessnlent of water denlands for the nlunicipal, industrial, and agricultural sectors, <br />concerns were raised by representatives of the four Upper Motultain Counties (UMC) <br />to the South Platte River Basin Roundtable (Park, Jefferson, Clear Creek, and Gilpin) <br />that the analysis did not properly consider the water supply demands and available <br />water resources for that part of the basin. Specifically, Park, Clear Creek, Gilpin, and a <br />portion of Jefferson County 11ave been priinarily populated in the foofllills and <br />mountains through subdivision lots where residences have been built relyulg on on- <br />lot domestic wells serving each honle and with on-lot sewage disposal systenls. The <br />water supply issues related to current and future populations relying on these on-lot <br />systems need to be nlore thoroug111y evaluated fllan what was done in SWSI. Also, <br />UMC water providers to areas not relying on on-lot systems need to be contacted and <br />their needs and supplies evahiated. A water provider is that entity, public or private, <br />that is responsible for providing water to four or nlore residences and/ or conlmercial <br />user. <br />Given this background, we believe it is appropriate and opportwle for a study to be <br />undertaken under the auspices of HB-1177 and the South Platte Basin Roundtable to <br />accurately identify water needs, available water supplies, and any shortages that may <br />exist in the Upper Mountain Counties and identify projects and or actions that nlay be <br />needed to address any shortages to areas on comnlunity water supplies or areas <br />where depletions of the aquifer systenls may be occurrulg or expected to occur.
